Minimum services for the indefinite transport strike in Segovia

The Regional Government of Castilla y León has established minimum services to guarantee the provision of essential services in the transport sector in the province of Segovia in view of the indefinite strike called by the UGT, CCOO, and SLT unions. The measure is formalized in Order PRE/919/2026, of September 16, published in the Official Gazette of Castilla y León no. 182, of September 18, 2026, pages 105 to 111, within section I (Community of Castilla y León, Other Provisions). The strike begins at 00:00 hours on September 20, 2026, and will continue with no scheduled end date.

An indefinite strike with no end date

The notice was filed on September 10, 2026, before the Territorial Labor Office of Segovia. The call affects all workers covered by the Collective Agreement for Road Passengers in all their workplaces in the province of Segovia, and will remain in effect until an agreement is reached or until the calling organizations agree by majority to call it off through the same channels.

The order is issued under Article 28.2 of the Spanish Constitution, Royal Decree-Law 17/1977, of March 4, on labor relations, and Article 40 of Law 21/2002, of December 27, on Economic, Fiscal, and Administrative Measures. Since the strike affects the competencies of more than one department, the determination of guarantees corresponds to the Minister of the Presidency, Luis Miguel González Gago, who signed the provision in Valladolid on September 16, 2026.

Minimum services: 10% general and up to 50% during peak hours

The text considers regular public road passenger transport an essential service, due to its unifying role in an extensive, dispersed community with an aging population, and establishes these criteria:

• Trips will not be reduced for services with a single daily round trip.
• In general, 10% of the authorized trips will be maintained, guaranteeing at least one round trip.
• During peak hours (from 7:00 to 10:00, from 13:30 to 16:00, and from 18:00 to 21:00), a minimum number of trips is established.
• For short-distance services, up to 50% of authorized trips may be maintained during peak hours.
• Joint provision routes (general use and school) maintain 100% of the trips.

School transport, special use, and bus stations

In regular special-use passenger public transport, minimum services will not be established as a general rule. However, the usual trips of a working day will be provided when the group served consists of people with disabilities, workers from special education centers or nursing homes, penitentiary centers, or centers providing essential or school services, both primary and secondary.

The concessionary companies of the bus stations must provide the indispensable service for their operation, as their use is mandatory for regular intercity public transport. The minimum services are detailed in three annexes: Annex I, proposed by the Ministry of Mobility, Digital Transformation and Artificial Intelligence; Annex II, from the Social Services Management; and Annex III, from the Ministry of Education.

Effects, obligations and appeals

The order takes effect from the day of its publication in the bulletin. Affected companies must adopt the necessary measures to comply with the minimums and communicate this circumstance to the designated workers. The established essential services may not be disrupted by alterations or strikes of the assigned personnel; should this occur, they will be considered illegal and those responsible will incur the liability required under current legislation.

Against the order, which ends the administrative route, an optional appeal for reversal may be filed before the head of the Ministry of the Presidency within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months, counted from the day following its publication.

The decision directly affects the users of intercity and rural transport in Segovia, many of whom have no mobility alternative, and the concessionary companies, which must reorganize their trips during a strike with no defined horizon. The balance between the right to strike and the maintenance of essential services is thus fixed by the regional Administration until an agreement is reached between the parties.
