SEPS dissolves and liquidates the livestock association ASOPROGANB of Penipe
Por FactBox Admin

The Superintendency of Popular and Solidarity Economy (SEPS) declared the Agricultural Production Association Livestock Breeders of Bilbao (ASOPROGANB), domiciled in the Penipe canton, province of Chimborazo, dissolved and liquidated. The decision is contained in Resolution No. SEPS-IGT-IGJ-INFMR-DNILO-2026-0141, signed on September 8, 2026, and published in Official Registry No. 382 on Friday, October 2, 2026, page 36. The administrative act further declares the organization extinguished by operation of law and orders the cancellation of its registration.
A summary liquidation requested by the members themselves
The process was not initiated ex officio: it arose from a request by the organization itself. According to Technical Report No. SEPS-INFMR-DNILO-2026-0133, dated August 4, 2026, Mr. Jorge Enrique Aguilar Vintimilla, acting as the legal representative of ASOPROGANB, filed procedure No. SEPS-CZ3-2026-001-083152 on July 22, 2026, to request voluntary summary liquidation.
The associative support is documented in the Extraordinary General Meeting of Members held on June 15, 2026, which approved, by decision of the members, the voluntary dissolution and summary liquidation of the entity, identified with RUC 0691781704001. The technical report concluded that the association has no registered assets and maintains no liabilities, and recommended declaring its extinction.
The SEPS further verified that the organization was not subject to any action or regularization plans, that its legal status was “ACTIVE,” that it had not been previously supervised, and that there were no pending administrative sanctioning proceedings against it.
The invoked legal framework
The resolution is based on the Organic Law of Popular and Solidarity Economy and its General Regulation, and applies the summary liquidation route, which allows for dissolution and liquidation in a single act without appointing a liquidator. The cited norms are:
- Articles 14 and 57, letter d), of the Organic Law of Popular and Solidarity Economy, regarding dissolution by the will of the members.
- Unnumbered articles added following Articles 23 and 64 of the General Regulation of the same law.
- Control Standard for the Summary Liquidation Procedure of Organizations Subject to the Control of the Superintendency of Popular and Solidarity Economy, issued via Resolution No. SEPS-IGT-IGS-INSOEPS-INFMR-INGINT-2020-0657, dated September 18, 2020.
- Organic Statute of Organizational Management by Processes of the SEPS, issued via Resolution No. SEPS-IGT-IGS-IGD-IGJ-001, dated January 31, 2022.
The act was signed by Freddy Alfonso Monge Muñoz, General Technical Superintendent of the SEPS, in Quito, and comes into effect upon its signing, without prejudice to its publication in the Official Registry. The legal personality of the association had been granted through Resolution No. SEPS-ROEPS-2021-910597, dated April 5, 2021.
Notifications, publicity, and registration effects
The operative part orders a chain of notifications and publications:
- Cancellation of the registration of ASOPROGANB by the National Superintendency of Strengthening and Resolution Mechanisms.
- Notification to the Ministry in charge of Economic and Social Inclusion and the National Institute of Popular and Solidarity Economy to remove the association from their records.
- Notice to the former legal representative of the organization.
- Publication of an extract in a newspaper of wide national circulation and/or at the organization’s domicile, and the full act on the SEPS web portal.
- Notification to the Internal Revenue Service, the Ecuadorian Social Security Institute, and the respective Property Registry.
- An entry in Resolution No. SEPS-ROEPS-2021-910597 and referral to the National Directorate of Judicial and Coactive Procurement and the National Administrative Financial Superintendency.
Impact
The resolution closes the formal cycle of a livestock organization from Penipe that operated without assets or liabilities and decided on its own extinction, and establishes that the SEPS can resolve dissolution, liquidation, and exclusion from registries in a single administrative act. For the associates and linked third parties, the practical effect is the loss of legal personality and the entity’s removal from public records, which forces any pending procedure to be channeled individually before the notified entities.
