SENAE sets tariffs for four imported aquaculture and agrochemical inputs

The National Customs Service of Ecuador (SENAE) classified four imported goods for aquaculture and agrochemical use through advance rulings published in the Official Registry No. 375 on Wednesday, September 23, 2026. Acts SENAE-SGN-2026-0125-RE, SENAE-SGN-2026-0126-RE, SENAE-SGN-2026-0127-RE, and SENAE-SGN-2026-0128-RE establish the tariff subheading for each product and, consequently, the tariff and requirements applicable to its importation. The four resolutions were signed by the Deputy Director General of Customs Regulations, David Andrés Salazar López, in Guayaquil.

The resolutions are issued under Article 141 of the Organic Code of Production, Trade and Investment (COPCI) and Articles 89, 90, 92, and 93 of its Regulations to the Title of Customs Facilitation for Trade, and apply the procedure established by Resolution SENAE-SENAE-2022-0011-RE, dated February 4, 2022, published in the Second Supplement of the Official Registry No. 635 on February 8, 2022. The authority to issue them was delegated to the Deputy Director General of Customs Regulations through Resolution SENAE-SENAE-2022-0013-RE, dated February 8, 2022.

The classification is based on the Customs Tariff of Ecuador adopted by Resolution 002-2023 of the Foreign Trade Committee (COMEX), in effect since September 1, 2023, and published in the Second Supplement of the Official Registry No. 301 on May 2, 2023, which is based on the NANDINA nomenclature and the Harmonized System of the World Customs Organization. In all four cases, General Rules 1 and 6 for the Interpretation of the Harmonized System were applied.

The four classified goods

• CITRO SHRIMP AQUA, liquid acidifier based on formic acid and sodium formate for shrimp farming ponds, manufactured by ADITIVOS Y QUÍMICOS S.A.S. - ADIQUIM S.A.S., in a 200 kg high-density polyethylene drum: subheading 3808.94.99.00 (resolution SENAE-SGN-2026-0125-RE, dated September 2, 2026).
• Brekksu #1, balanced feed in microparticles smaller than 200 microns for larvae and post-larvae of Litopenaeus vannamei, manufactured by QINGYUAN HAIBEI BIO-TECHNOLOGY CO., LTD, in 10 kg buckets: subheading 2309.90.90.13 (resolution SENAE-SGN-2026-0126-RE, dated September 2, 2026).
• PX AV3 CS, feed premix of vegetable extracts, minerals, preservatives, and flavorings to be mixed with shrimp feed, from manufacturer MANGHEBATI S.A.S., in a 20 kg bag: subheading 2309.90.20.10 (resolution SENAE-SGN-2026-0127-RE, dated September 7, 2026).
• FORDEX SALM LÍQUIDO, preservative and disinfectant based on formic acid and its salts, from manufacturer DEX IBERICA, S.A., in a 5-liter container: subheading 3808.94.19.00 (resolution SENAE-SGN-2026-0128-RE, dated September 7, 2026).

Procedure and Applicants

Each resolution responds to a request for an advance ruling submitted by the legal representative of an importing company:

• Daniel Bernardo Acevedo Trujillo, on behalf of ECUADPREMEX S.A. (RUC 1791968891001), form 136-2026-07-000275 dated June 04, 2026.
• Songshuai Yu, on behalf of HAIDMARINO CIA. LTDA. (RUC 0791822556001), form 136-2026-07-000320 dated June 24, 2026.
• Mariana de Jesús Romero García, on behalf of COMERCIAL AGRÍCOLA ÁLVAREZ ROMERO COMALGRO CIA. LTDA. (RUC 0992856734001), form 136-2026-07-000255 dated May 26, 2026.
• Enrique Marcelino Pérez Briones, on behalf of CHEMICAL PHARM DEL ECUADOR C.LTDA. (RUC 0991291040001), form 136-2026-07-000277 dated June 04, 2026.

The rulings are based on technical reports from the National Directorate of Risk Management and Customs Technique: DNR-DTA-JCC-RMPA-IF-2026-0313 dated August 03, 2026, DNR-DTA-JCC-RVU-IF-2026-0335 dated August 13, 2026, DNR-DTA-JCC-FAFV-IF-2026-0332 dated August 19, 2026, and DNR-DTA-JCC-GVM-IF-2026-0333 dated August 19, 2026.

Validity and Scope

The four resolutions shall remain in effect as long as the facts and regulations that motivated them and the nomenclature under which they were issued remain unchanged. They enter into force upon notification to the applicant, without prejudice to their publication in the Official Registry, the tax gazette, and the SENAE web portal, and shall apply to new imports of identical goods, not to customs declarations transmitted previously.

The publication is of direct interest to the shrimp sector and importers of feed additives and preservatives: it establishes the applicable subheading in advance, reduces the risk of contradictory appraisals, and provides certainty regarding the tariff and documentary requirements for each input before the goods arrive at customs.
