Six million for municipalities to hire cultural activities in 2026
Por FactBox Admin

The Provincial Council of Seville has opened a call for applications totaling 6,000,000 euros for city councils and autonomous local entities in the province, with the exception of the Seville City Council, to contract municipal shows and cultural activities during 2026. The approval was formalized through Resolution No. 7636/2026, of October 15, from the Area of Culture and Citizenship, and is published in the Official Gazette of the Province of Seville No. 204, of October 21, 2026, with reference BOP-SE-2026-204002 for the guidelines and BOP-SE-2026-204003 for the extract.
The line is processed under a non-competitive concurrence regime, in accordance with Article 22 of the General Subsidies Law 38/2003, of November 17, and is supported by the second modification of the Strategic Subsidies Plan of the Area of Culture and Citizenship for the 2025-2028 period, approved by Resolution No. 3673/2025, of June 9. The general framework is the General Subsidies Ordinance of the provincial corporation, published in BOP No. 104, of May 9, 2023.
The maximum authorized amount totals 6,000,000.00 euros, charged to two applications of the current budget:
- 1202.334.00/462.00 (project code 26pl2100): 5,929,393.04 euros.
- 1202.334.00/468.00 (project code 26pl2100): 70,606.96 euros.
Who can apply and what is financed
Beneficiaries may include city councils and autonomous local entities of the province of Seville, excluding the Seville City Council. Artistic contracts for municipal cultural programs are subsidized, especially those linked to performing, plastic, musical, audiovisual, literary arts, and the field of communication.
The guidelines set clear limits on the objective:
- Performances must be held in scenic spaces, outdoors or indoors, within the municipal boundaries of the subsidized municipality.
- Performances that travel through the town streets, as well as parades, processions, or similar events, are excluded.
- Workshops are not eligible for subsidies.
- The maximum fee per performance is 10,000.00 euros, excluding VAT.
- Assembly costs, equipment rental, or advertising cannot exceed the fee of the contracted artist or group.
- Indirect costs, personnel, hospitality, or similar expenses cannot exceed 15% of the activity’s budget.
Amounts: a fixed sum of 33,644.86 euros plus the population bracket
Annex I of the guidelines assigns each municipality a fixed amount of 33,644.86 euros, to which an amount based on the official population is added, with a ceiling per locality. The subsidy will not exceed 100% of the cost of the activity.
- Dos Hermanas: 296,534.18 euros maximum amount to be requested.
- Alcalá de Guadaíra: 177,645.23 euros.
- Mairena del Aljarafe: 123,311.40 euros.
- Écija: 107,590.09 euros.
- Los Palacios y Villafranca: 106,199.17 euros.
- El Madroño: 34,215.83 euros, the minimum of the table.
Deadlines, payment, and justification
The deadline for submitting applications is 15 business days starting from the day following the publication of the summary in the BOP via the National Grants Database (BDNS 935999), meaning it closes in the first fortnight of November. Applications are submitted electronically, using the Sideral system for affiliated entities or the SIR for the rest, accompanied by the activity project from Annex III.
The final resolution corresponds to the Area deputy and must be issued within a maximum period of six months from the end of the application period; its expiration without notification allows it to be understood as rejected by administrative silence. Payment is made at 100% upon approval of the grant, with no requirement for guarantees as it involves public administrations and no mandatory municipal co-financing unless the aid does not cover the total cost.
The execution of the activities must take place between January 1 and December 31, 2027, with no possibility of extension, and the justification must be submitted within three months following the close of that period. For amounts below 60,000 euros, a simplified justification account is permitted.
The delegated deputy, Casimiro Fernández Linares, signed the summary in Seville on October 15, 2026. The call is compatible with other grants, except when the provincial contribution covers 100% of the expenditure, and cannot be requested for the same project already financed by the Cultural Resource Promotion or Flamenco Festivals lines.
The call arrives with a tight schedule: municipalities have barely three weeks to design the program, finalize fees, and submit the project, while the province’s artistic sector faces a contracting window that will be executed entirely in 2027. For small town halls, the fixed bracket of 33,644.86 euros represents practically the entirety of their annual programming capacity.
