Six million in aid for SMEs affected by the Sierra Oeste fires

The Community of Madrid has declared a budget credit of 6,000,000 euros to finance emergency aid intended for small and medium-sized enterprises affected by the forest fires in the Sierra Oeste. This is stated in the extract of the Order of September 2, 2026, from the Minister of Economy, Finance and Employment, published in the Official Gazette of the Community of Madrid (BOCM) No. 215, dated September 9, 2026, pages 29 and 30.

The measure is part of the declaration of emergency of national interest in the territory of the Community of Madrid, which occurred on July 23, 2026, as a result of the forest fires. The grants are awarded through direct award, in accordance with the regulatory rules approved by the Agreement of September 2, 2026, of the Governing Council, published in BOCM No. 211 of 2026. The extract is published in accordance with articles 17.3 b) and 20.8 a) of Law 38/2003, of November 17, General Law on Subsidies, and is listed in the National Subsidies Database under codes BDNS 928115 and 928119.

Beneficiaries and requirements

SMEs constituted as legal entities that meet the following requirements may access the aid:

  • Employ fewer than 250 workers.
  • Carry out economic activity in any of the affected municipalities included in the territorial scope of the Annex of the regulatory rules.
  • Have started activity prior to July 23, 2026.
  • Have suffered damages, losses, interruptions, or direct or indirect effects due to the fires or due to the extinction and recovery measures, for an amount at least equivalent to the aid requested.
  • Be up to date with tax obligations to the State and the Community of Madrid, and with Social Security.
  • Not be subject to the prohibitions of article 13 of Law 38/2003.

Joint ownership communities (comunidades de bienes) and other entities without legal personality that carry out economic activity may also be beneficiaries, provided they meet the requirements of the regulatory rules.

Amount and distribution of the credit

The aid will consist of a single payment of 10,000 euros per beneficiary, which may be increased up to 15,000 euros when the company has been unable to resume its activity as of the date of the application due to serious damage to the establishment. Each applicant may only obtain one grant, regardless of the number of affected establishments.

The 6 million credit is distributed into two items of 3 million euros each:

  • €3,000,000 charged to sub-item 47399 “Other private companies”, from program 431A “Commerce”, managed by the Directorate General for Commerce, Consumption and Services.
  • €3,000,000 charged to sub-item 47399, from program 463A “Competitiveness”, managed by the Directorate General for Economy and Industry.

Deadline and processing

The deadline for submitting applications will be two months starting from the business day following the publication of the summary in the BOCM. As these are lump-sum emergency grants, justification shall be deemed fulfilled upon accreditation of the required requirements, without prejudice to the verification and subsequent control actions provided for in Law 38/2003 and Law 2/1995, of March 8. The summary is signed, by delegation, by the Vice-Minister of Economy and Employment, María del Carmen Tejera Gimeno.

The call comes at a critical moment for thousands of small businesses in the Sierra Oeste, whose activity has been interrupted by fires and civil protection measures. With a credit of 6 million and grants of up to 15,000 euros, the regional Executive seeks to relieve the cash flow of the most affected SMEs and facilitate the resumption of their activity, in a context where the economic recovery of the area will depend largely on the speed with which these companies can return to operation.
