Seguros fines Libra and Finisterre and disqualifies three producers

The Superintendency of National Insurance fined Libra Compañía Argentina de Seguros S.A. $13,410,784.75 and Aseguradora del Finisterre Compañía Argentina de Seguros S.A. $7,563,187.50, and suspended three insurance producer advisors for six months. The sanctions were ordered by Resolutions RESOL-2026-406-APN-SSN#MEC and RESOL-2026-407-APN-SSN#MEC, signed on September 15, 2026, by the National Insurance Superintendent, Guillermo Plate, and published this September 17 in the First Section of the Official Gazette of the Argentine Republic.
The agency applied both fines under the terms of Article 58, subsection c) of Law No. 20,091, the regulation that governs insurance activity and enables pecuniary sanctions for entities due to non-compliance. The disqualifications, meanwhile, were framed under Article 59, subsection d) of the same law, referring to producer advisors, and Article 8, subsection g) of Law No. 22,400, which applies to persons and companies included in the inability to operate in the market.
The files that gave rise to the measures are EX-2024-138235939-APN-GA#SSN, which processed the sanction against Libra, and EX-2026-42045832-APN-GA#SSN, corresponding to Aseguradora del Finisterre. In both cases, the Superintendent also resolved to reject the informative evidence offered by the insurance companies.
Million-dollar fine for Libra and suspension of three producers
Resolution 407/2026 applied a fine of $13,410,784.75 to Libra Compañía Argentina de Seguros S.A., the highest of the two published sanctions. The same administrative act suspended three insurance producer advisors for six months:
- Cristian Gastón Alonso, SSN License No. 80,967.
- Sergio Adrián Principi, SSN License No. 81,228.
- Natalia Soledad Scalzo, SSN License No. 80,490.
The resolution also included the company SEPRON - Servicios a Medida S.A. (CUIT 30-71771972-3), commercially identified as “Organización Palermo” and/or “OP”, in the inability provided for in Article 8, subsection g) of Law No. 22,400.
Finisterre, fined more than seven million pesos
Resolution 406/2026 imposed a fine of $7,563,187.50 on Aseguradora del Finisterre Compañía Argentina de Seguros S.A. (CUIT 30-71234029-7), also under Article 58, subsection c) of Law No. 20,091. In the same act, the agency included “Asociación Mutual Compromiso” in the inability of Article 8, subsection g) of Law No. 22,400 and rejected the informative evidence presented by the insurer.
Scope of sanctions and consultation channel
Both resolutions were signed by Guillermo Plate and countersigned by Ramón Luis Conde, head of the Administrative Management Office. The Official Gazette specifies that the full version of each resolution can be consulted at the site kronos.ssn.gob.ar or in person at the agency’s headquarters, at Avda. Julio A. Roca 721, City of Buenos Aires.
The fines total $20,973,972.25 and are published within a context of sustained sanctioning activity by the agency: for instance, on August 5, 2026, the Superintendency of Insurance of the Nation had fined Río Uruguay Cooperativa de Seguros Limitada $143,227,406.49 through the same legal channel.
The impact of these decisions falls on two fronts. For the insured, the sanctions against Libra and Aseguradora del Finisterre confirm that the regulator detected irregularities in entities operating in the market and that the resolutions remain published with their exact amount. For the market, the suspension of three insurance producers and the inclusion of SEPRON - Servicios a Medida S.A. and “Asociación Mutual Compromiso” in the disqualification of article 8 subsection g) of Law No. 22,400 restrict the intermediation of those actors, a relevant piece of data for those who contract coverage through them.
