Public Security notifies charges for sick leave and non-deducted permits

The Ministry of Public Security, through its Administrative Collections Sub-process, notifies by edict dozens of summary collection proceedings against officials for non-deducted sick leaves and unpaid leaves of absence. The notices are published in La Gaceta No. 170 on Wednesday, September 9, 2026, on pages 103 to 105, as the debtors could not be notified at their known addresses.

The edicts, signed by Beatriz López González, head of the Administrative Collections Sub-process, are based on articles 214, 320 to 347 of the General Law of Public Administration, the Law of Financial Administration of the Republic and Public Budgets No. 8131, the General Regulation for the Control and Recovery of Undue Credits No. 34574, and Executive Decree No. 36366 SP. The notification is ordered to be published three consecutive times in the official gazette.

The three published edicts

• Miguel Esteban Alvarado Zúñiga (ID 6-0356-0220): resolution No. 0343-2026 AJ-SPCA, for ₡358,985.64, for non-deducted sick leaves from February 2026.
• Margot María Isabel Castro Corrales (ID 1-0673-0781): resolution No. 0539-2026 AJ-SPCA, for ₡2,002,566.96, for non-deducted sick leaves between August and December 2025.
• Carlos Alberto Oviedo Zuñiga (ID 5-0310-0922): resolution No. 0452-2026 AJ-SPCA, for ₡1,010,269.12, for 22.36 days of vacation taken in excess for the 2026-2027 period.

Deadline and form of payment

The accused have 15 business days starting from the day following the receipt of the notification to present exculpatory evidence and arguments before the Sub-process, located in Barrio San Dimas, opposite the Liceo Castro Madriz, in San José. Optionally, they may propose a payment arrangement or pay the amount owed via deposit into IBAN accounts CR63015201001024247624 at the Banco de Costa Rica or CR71015100010012159331 at the Banco Nacional, in the name of the Ministry of Finance.

Legal framework and warnings

The proceedings are instructed by legal advisors Leonardo Bonilla Cubero and Xinia M. Sandoval Ugalde, and are declared restricted access to the parties in accordance with constitutional articles 39 and 40 and articles 272 and 273 of the General Law of Public Administration. No appeal is permitted against the resolutions, according to article 344 of said law, and subsequent resolutions shall be considered notified twenty-four hours after being issued.

The publication of these edicts reflects the Ministry’s effort to recover debts for non-deducted benefits, whose amounts collectively total more than three million colones. The affected officials must attend to the notification within the deadline to prevent the resolutions from becoming final and the collection from being executed.
