Segovia restructures its workforce and creates positions for Archaeologist and Firefighter

The Segovia City Council has approved, by plenary agreement number 156 of August 28, 2026, the modification of its Job Position Schedule (RPT) and the organic staff, along with the creation, modification, and suppression of descriptive files for various positions. The decision, processed under file 251/2026/P14002, is published in the Official Gazette of the Province of Segovia number 107, dated September 7, 2026, and remains open to the public for fifteen business days for the submission of claims.

The restructuring affects public employees and the provision of municipal services, with a reinforcement of areas such as firefighting, historical heritage, environmental sustainability, and digital transformation. The agreement, signed by Mayor José Mazarías Pérez on September 1, 2026, is based on article 126.3 of Royal Legislative Decree 781/1986, of April 18, and article 169 of Royal Legislative Decree 2/2004, of March 5, which regulate the processing of the RPT and staffing within the local sphere.

New positions and roles created

The modification of the organic staff incorporates several newly created positions, most notably:

  • One Firefighter position in the Firefighting Service (Special Administration, Group C1).
  • One Archaeologist position, assigned to Historical Heritage (Group A1, Level 24).
  • One Assistant to the Head of the Environment Service, Environmental Sustainability Engineer position (Group A1, Level 27).
  • One Head of Digital Transformation position (Group A1, Level 26).
  • One Supervisor and Control Officer for Service Companies and Environmental Works Surveillance position.
  • One Head of the Budgetary Management and Remuneration Section position.
  • Two General Administration Technician positions, assigned to the departments of Citizen Security and Personnel and Organization.
  • One Intermediate Technician for Systems Management and Information Technologies position.

Suppressed positions and roles

In parallel, the agreement eliminates or transforms several positions to reorganize the municipal structure:

  • The Sergeant-Driver position of the Firefighting Service.
  • The Assistant Stonemason position.
  • The Environmental Technical Engineer, Head of Office position.
  • The Head of Innovative Initiatives and Development of the CIDE position.
  • The Assistant to the Secretariat position (National Qualification).
  • The City Hall Manager position.
  • The Senior Administration Technician and Intermediate General Administration Technician positions of the IT Service.
  • The Section Head, Legal Support Technician position, assigned to the General Secretariat.

Adjustments in the Firefighting Service

The RPT also introduces remuneration and requirement changes within the fire department. The required qualification for the positions of Non-Commissioned Officer and Sergeant is modified, and the basic specific supplement is updated to 126.43 euros per month for the positions of Officer, Corporal, and Firefighter. Likewise, the access requirements for the position of Technical Engineer for Parks and Gardens are expanded, accepting the qualification of Forestry Engineer, and a type C driver’s license is required for the position of Masonry Officer-Driver.

Period for allegations and entry into force

Interested parties may submit claims within fifteen business days from the day following the publication of the announcement, before the General Registry of the Segovia City Council (Centro de San José, C/ Tomasa de la Iglesia s/n) or through the electronic office (www.sede.segovia.es). The agreement will take effect from the day following its publication in the Official Gazette of the Province of Segovia, and the approval of the staff list will follow the standard Budget procedure, becoming final if no allegations are presented.

The restructuring represents a relevant step toward the modernization of the Segovia City Council, by reinforcing essential services such as civil protection, heritage, and digitalization, while redefining its organic and remunerative structure. Public employees and citizens who benefit from these municipal services will see the organization of the City Council affected in the coming months.
