Saucedilla opens the tender to lease the bar of the Pensioners' Home

The Saucedilla City Council has announced a public tender to lease the Pensioners’ Home property, which must be used for bar-cafeteria activities, with a minimum rent of 135.50 euros per month. The call was approved by Mayoral Resolution No. 2026-0459, dated September 22, 2026, and published in the Official Gazette of the Province of Cáceres on Friday, September 25, 2026 (No. 0184), with the official reference BOP-2026-4468. Interested parties have ten calendar days to submit their offers.

The announcement, signed by the mayor-president Iñaki Campo Barrado, processes file No. 427/2026 under the modality of real estate leasing by tender. The contract is classified as private in accordance with Article 9 of Law 9/2017, of November 8, on Public Sector Contracts, and the award is governed by Article 107.1 of Law 33/2003, of November 3, on the Heritage of Public Administrations. The property and economic conditions

The asset subject to the contract is classified as patrimonial and its characteristics are as follows:

• Cadastral reference: 1249108TK7114N0001YD.
• Location: calle José Antonio No. 2, Saucedilla (Cáceres).
• Class: urban.
• Total built area of the building: 437.00 m².
• Plot area: 225.00 m².
• Use: endowment equipment intended for the Pensioners’ Home.

The base tender budget amounts to 1,626.00 euros per year, VAT included, equivalent to a monthly rent of 135.50 euros set by the municipal technical services according to the average market value. This amount may be improved upwards by the bidders and will be paid in twelve monthly installments, within the first five days of each month. The duration of the contract is two years, extendable for periods of one year up to a maximum of three extensions, provided that the total duration does not exceed five years. The deposit required upon signing the contract is 500.00 euros.

Deadlines, submission of offers, and opening

Proposals shall be submitted to the Saucedilla City Council, at calle Real No. 25, from 09:00 to 14:00 hours, within a period of ten calendar days starting from the day following the publication of the announcement in the Official Gazette of the Province. They may be sent by registry, mail, fax, or any of the places provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure. Each bidder may only submit one offer, and those who have expressly renounced a tender in the last five years may not participate.

The public bid-opening ceremony will take place on October 6, 2026, at 09:30 hours at the Saucedilla Town Hall. Bids shall be submitted in two sealed envelopes: envelope “A”, containing the administrative documentation, and envelope “B”, containing the economic offer and the documents allowing for the evaluation of the award criteria. The tender committee will be constituted within ten business days following the closing of the deadline.

Award criteria and employment commitments

The award will be resolved based on a plurality of criteria oriented toward the best value for money:

• Economic offer: up to 10 points, at a rate of 0.5 points for every 50.00 euros of annual increase over the base budget.
• Newly created company: up to 20 points, with 5 points regardless of the legal form and 15 points if promoted by unemployed persons, young people under 30, or women over 45.
• 5 additional points if the company is promoted by a person registered in Saucedilla with a minimum seniority of two years.
• Job creation: up to 10 points, at a rate of 5 points for each job or self-employment other than the bidder, maintained at least during the spring and summer seasons.

In the event of a tie, priority will be given first to the highest score in the economic offer, then to the score obtained in job creation, and if the tie persists, it will be resolved by draw before the Secretariat of the corporation.

Obligations of the lessee

The successful bidder must keep the contract in force to meet the needs of the municipality’s pensioners and retirees, serve the refreshments requested in the Hogar lounge, and open from Monday to Sunday with one weekly day of rest that does not coincide with Saturday or Sunday. The terrace must be open and operational at least during the summer period, from June 1 to September 15, and may close for a maximum of fifteen days of rest provided they do not coincide with the local festivals of San Juan and the Cristo de la Humildad. They must also assume the costs of water, gas, and electricity supplies, take out an insurance policy, and be responsible for the property’s inventory. Breach of contract entails a fine of 2,000.00 euros.

The call is relevant to the hospitality sector of the region and for the residents of Saucedilla, as it puts into operation a 437-square-meter facility that serves the municipality’s pensioners and will remain linked to that social function throughout the duration of the lease.
