The Constitutional Court initiates three new cases; notices published in Vēstnesis
Por FactBox Admin

The Constitutional Court initiated three new cases on November 4, 2026 — No. 2026-20-0103, No. 2026-21-01, and No. 2026-22-0103. The notices were published in the official gazette “Latvijas Vēstnesis” No. 213 (OP 2026/213) in the “Constitutional Institutions” section, under the “Constitutional Court” subsection, as document type “Constitutional Court Information” and sequence numbers 21, 22, and 23. All three entries are placed on the first page of the issue, next to the list of laws adopted by the Saeima.
A total of 14 laws adopted by the Saeima were published in the issue, including the “Law on the GORS Latgale Embassy” and the “Law on Compensation for Legal Land Use Fees,” as well as several Cabinet of Ministers regulations and orders, such as Cabinet of Ministers Regulation No. 646 “Regulations on Identity Documents.” The court notices in this issue are the only publications related to the judicial system.
In the table of contents of the publication, only the case number and document type are indicated for all three entries — neither the contested norm, nor the applicant, nor the institution involved in the case is named. More detailed information regarding the subject of each case cannot be obtained from this part of the publication.
Three cases in one day
- 2026-20-0103 — notice published in No. 213, position 21; introduces the court notice block.
- 2026-21-01 — notice published in No. 213, position 22.
- 2026-22-0103 — notice published in No. 213, position 23.
The numbers of two new cases end in “0103”, and one ends in “01”. The same difference is observed in previous notices this autumn: cases 2026-13-01 and 2026-14-01 end in “01”, while cases 2026-15-0103, 2026-16-0103, 2026-19-0103, and 2026-20-0103 end in “0103”.
Autumn rhythm: six cases before that
Since the end of August, the court has announced the initiation of a new case on average every one and a half to two weeks:
- 2026-13-01 — 21.08.2026, No. 160 (OP 2026/160).
- 2026-14-01 — 25.08.2026, No. 162 (OP 2026/162).
- 2026-15-0103 — 02.09.2026, No. 168 (OP 2026/168); notice published in the same issue as Jūrmala City Council decisions No. 463 and No. 464.
- 2026-16-0103 — 25.09.2026, No. 185 (OP 2026/185).
- 2026-17-03 — 20.10.2026, No. 202 (OP 2026/202).
- 2026-19-0103 — 02.11.2026, No. 211 (OP 2026/211).
In total, between August 21 and November 4, the initiation of nine cases was announced in “Latvijas Vēstnesis” — this is a significant constitutional review workload for a single quarter.
Between initiations — three judgments and two decisions
Parallel to the initiation of new cases, the court has also published final decisions:
- 29.09.2026, No. 187 (OP 2026/187) — judgment on the compliance of Paragraph 4 of Section 6 of the Psychologists Law with the first sentence of Article 106 of the Constitution.
- 02.10.2026, No. 190 (OP 2026/190) — judgment on the compliance of Points 2 and 5 of the first part of Section 4 and Point 2 of the first part and Part 2.1 of Section 5 of the Law on the Discharge of Debts of a Natural Person with Article 1 and the first three sentences of Article 105 of the Constitution.
- 19.10.2026, No. 201 (OP 2026/201) — judgment on the compliance of Point 2 of the binding regulations No. 35 “On places and territories in Daugavpils where gambling is not permitted” of the Daugavpils State City Municipal Council dated October 31, 2024, with the first three sentences of Article 105 of the Constitution.
- 10.09.2026, No. 174 (OP 2026/174) — Decision of the action session in case No. 2024-01-01.
- 15.10.2026, No. 199 (OP 2026/199) — decision “On the procedure for resolving rejection at the application review stage”.
The three judgments together cover both statutory norms (Psychologists Law, Law on the Discharge of Debts of a Natural Person) and municipal binding regulations, and in two out of three cases, the benchmark for review was the first three sentences of Article 105 of the Constitution.
What this means for readers
The notice of the initiation of a case is the first official signal that a specific norm has entered the scope of constitutional review, and it is publicly available only in the official publication. Three cases initiated simultaneously mean that three more processes are expected, the course of which — case preparation, hearing dates, and decisions — will be reflected in the next issues of “Latvijas Vēstnesis”. Institutions and persons whose rights are affected by the contested norms must follow the court publications, as the entry in the official publication is the authoritative source regarding the stage of the process and the case number.
