The Constitutional Court has initiated case No. 2026-18-01, and the notice thereof was published in the official gazette of the Republic of Latvia, Latvijas Vēstnesis, on October 29, 2026, No. 209. The official code of the issue is OP 2026/209, and the notice is inserted as item 23 in the “Constitutional Court” section under the subsection heading “Constitutional Institutions”. With the publication in the official gazette, the initiation of the case has become publicly known.
Latvijas Vēstnesis is the state’s official gazette, in which notices, decisions, and judgments of the Constitutional Court are published in accordance with the law. Each issue is numbered sequentially and designated with an OP code — for the October 29 issue, it is OP 2026/209. The Constitutional Court is allocated a separate section in this publication alongside the Saeima, the Prime Minister, and the ministries, thereby separating the court’s communication from the notices of the executive power and other institutions.
Where the notice is located in the October 29 issue
In the contents of the issue, the Constitutional Court notice is in the 23rd position between the Prime Minister’s orders (items 19–22) and the Ministry of Culture’s orders (items 24–27). Before it, Cabinet of Ministers regulations No. 632–645 and Cabinet of Ministers orders No. 680–691 were published in the issue, and after the court’s notice — Ministry of Culture orders No. 2.5-1-164–2.5-1-167, the board decision No. 73 of the Riga Free Port Administration, and information from the State Forest Service regarding the creation of a micro-reserve.
The notice in the contents of the issue is identified by the case number and the section reference; more detailed information about the applicant and the contested legal norm is not included in the table of contents. The full text of the notice is published in the same issue — in the file vestnesis-2026-10-29-209.full.md.
Series of initiated cases since August
Case No. 2026-18-01 continues a regular series of notices. Since August 21, six notices regarding the initiation of new cases have been published in Latvijas Vēstnesis:
- August 21, 2026, No. 160, item 2 — case No. 2026-13-01;
- August 25, 2026, No. 162, item 5 — case No. 2026-14-01;
- September 2, 2026, No. 168, item 3 — case No. 2026-15-0103;
- September 25, 2026, No. 185, item 14 — case No. 2026-16-0103;
- October 20, 2026, No. 202, item 1 — case No. 2026-17-03;
- October 29, 2026, No. 209, item 23 — case No. 2026-18-01.
In October, a new case was announced twice — on October 20 and 29. The format of the case numbers is not uniform: some cases are followed by a two-digit suffix after the year and sequence number, while others have a four-digit suffix (2026-15-0103, 2026-16-0103), indicating different case registration paths.
Constitutional Court rulings in the same period
Parallel to the initiation of new cases, the court has also published rulings in cases already initiated:
- September 10, 2026, No. 174, item 3 — decision of the action session in case No. 2024-01-01;
- September 29, 2026, No. 187, item 2 — judgment on the compliance of paragraph 4 of Article 6 of the Psychologist Law with the first sentence of Article 106 of the Constitution;
- October 2, 2026, No. 190, item 20 — judgment on the compliance of points 2 and 5 of the first part of Article 4 and point 2 of the first part and part 2.1 of Article 5 of the Law on Discharge of Debts of a Natural Person with Article 1 and the first three sentences of Article 105 of the Constitution;
- October 15, 2026, No. 199, item 1 — decision “On the procedure for resolving rejections at the application review stage”;
- October 19, 2026, No. 201, item 2 — judgment on the compliance of point 2 of the binding regulations No. 35 “On places and territories in Daugavpils where organizing gambling is not permitted” of the Daugavpils State City Municipality Council, dated October 31, 2024, with the first three sentences of Article 105 of the Constitution.
Several of the published judgments relate to Article 105 of the Constitution (property rights) — both in the context of binding municipal regulations and statutory norms, while the October 15 decision is dedicated to a procedural issue regarding the resolution of rejections at the application review stage.
What this means for readers
The initiation of a case is the beginning of the constitutional review process: it means the application has been accepted for review and the case has been included in the Constitutional Court’s agenda. Further procedural steps — the preparation of the case, the date of the court hearing, and the judgment — will be announced in Latvijas Vēstnesis in separate editions with the corresponding OP code; therefore, the progress of case No. 2026-18-01 can be tracked via official publications rather than unofficial summaries on the court’s website.
