Latvijas Vēstnesis in the issue of November 2, 2026, No. 211 (OP 2026/211), published a notice from the Constitutional Court “On the initiation of case No. 2026-19-0103” — in the “Constitutional Institutions” section, at the 4th position of the issue. The official publication confirms that the court has initiated a new constitutional review case. The notice was issued in the official publication of the Republic of Latvia on November 2, 2026, with the official reference OP 2026/211.
The Constitutional Court is the institution that reviews the compliance of laws and other legal acts with the Constitution of the Republic of Latvia, and the initiation of a case is the first public stage on the path from the application to the judgment or decision. In the autumn issues, the work of constitutional review is reflected in two ways: as the initiation of new cases and as judgments already adopted. This year, an opinion of the Constitutional Court regarding the application review stage was also published, indicating that some applications are decided even before the case is initiated.

Seven cases since August
In the period from August 21 to November 2, notices regarding the initiation of seven cases were published in the official publication:

Autumn judgments and decisions
The scope of the constitutional review is also evidenced by other 2026 publications:
- No. 187 (September 29): judgment on the compliance of Paragraph 4 of Section 6 of the Psychologist Law with the first sentence of Article 106 of the Constitution.
- No. 190 (October 2): judgment on the compliance of Point 2 and Point 5 of the first part of Section 4 and Point 2 of the first part of Section 5 and Part 2.1 of the Law on the Discharge of Debts of a Natural Person with Article 1 and the first three sentences of Article 105 of the Constitution.
- No. 199 (October 15): Constitutional Court decision “On the Procedure for Deciding on Rejection at the Application Review Stage”.
- No. 201 (October 19): judgment on the compliance of Point 2 of the binding regulations No. 35 “On Places and Territories in Daugavpils Where Organizing Gambling is Not Permitted” of the Daugavpils State City Municipal Council dated October 31, 2024, with the first three sentences of Article 105 of the Constitution.
Each case with such a number means that a legal act or its application practice has fallen below the Constitution and its fate is decided by the court, rather than the legislator or the municipality. Therefore, the notification regarding the initiation of case No. 2026-19-0103 is a signal to both the Saeima and the Cabinet of Ministers, as well as to municipalities and courts: the relevant norm may henceforth be recognized as invalid, and consequently, future court practice throughout the country will also change.
