Santiago nomea dous xefes de equipo do servizo de extinción de incendios

The Santiago de Compostela City Council has appointed two new team leaders from the special administration scale, subgroup A2, and permanently assigned them to positions within the municipal job registry. The decision was made by the delegated councillor for Economy and Finance, Personnel, Procurement, and Modernization of Local Administration, Manuel César Vila, through Resolution number 2026/12000, dated October 15, 2026. The announcement was published in the Official Gazette of the Province of A Coruña (BOP) no. 201, on October 21, 2026, with the official reference 2026/6680.

The resolution closes the selection process for filling two team leader positions included in the Public Employment Offer (OPE 2024) of the Compostelan council. The councillor acts by delegation of the mayor, according to Mayoral Decree 17/06/2023, and the act exhausts administrative remedies. On the same day, the BOP published another resolution from the same councillor, 2026/12001, by which nine specialist driver firefighters from the special administration scale, subgroup C1, are also appointed from the OPE 2024.

Two appointments with permanent destination

The resolution appoints career officials of the Santiago de Compostela City Council in the category of team leader and permanently assigns them to the positions classified in the municipal job registry (RPT), with the following codes:

  • Xabier Villar Bello, assigned to position A15.EXI.00.F.021.
  • José Antonio Gigirey Amado, assigned to position A15.EXI.00.F.022.

Both appear in order number 1 and 2 of the list of candidates who passed the selection process, according to the table published in the announcement.

Fire extinction service positions

The municipal job registry, published in full in BOP no. 157, on August 19, 2026, as a correction of errors to the modification approved by the Local Government Board on July 22, 2026, classifies the two positions in the fire extinction and rescue area. The characteristics recorded in the RPT are:

  • Designation: team leader.
  • Scale: special administration, subgroup A2.
  • Level: 22.
  • Specific supplement: 23,065.53 euros per year.

The assignment is permanent, meaning the two officials will be linked to those position codes once the taking of office is completed.

One-month deadline to take office

The appointment and permanent assignment are conditional upon taking office within a maximum period of one month from the day following the publication in the BOP, in accordance with the fifteenth base of the general bases of the selection process. This sets the deadline around November 22, 2026. The announcement also details the means of appeal:

  • Optional appeal for reversal (recurso potestativo de reposición) before the municipal body that issued the act, within a period of one month from the day following that on which the notification takes effect, according to articles 123 and 124 of Law 39/2015, of the common administrative procedure.
  • If an appeal for reversal is filed, it is not possible to pursue the contentious-administrative route until the express or presumed resolution thereof.
  • Contentious-administrative appeal before the Contentious-Administrative Court of Santiago de Compostela, within a period of two months from the notification of the express rejection or six months from the day following the presumed rejection, in accordance with article 46 of the law regulating the contentious-administrative jurisdiction.

The coverage of these two positions consolidates career personnel in middle management posts of the municipal fire and rescue service, an area in which the city council has recently reinforced staff with nine positions for specialist driver firefighters. For municipal workers and for applicants who are still pending other processes of the 2024 OPE, the announcement confirms that the appointment phase has already been resolved and that the next step is exclusively the taking of possession.
