Santiago annuls due to computer error the announcement of subsidies to cultural associations.

The City Council of Santiago de Compostela has declared void the announcement opening the deadline for the 2026 grant call for cultural associations, which had been published by mistake in the Official Bulletin of the Province of A Coruña (BOP) of 4 August. The decision was adopted by resolution 2026/9783 of the Councillor for Cultural Capital, of 6 August 2026, and is made known through announcement 2026/5316 published in BOP number 152, of 12 August 2026.
The original call, with code BDNS 903888, had been published in the BOP on 12 May 2026, opening a period of 15 calendar days for submitting applications, which has already ended. On 4 August, however, the announcement reappeared in the bulletin in full and with the same BDNS reference number, erroneously showing a new opening of the deadline.
An automation failure without administrative intent
The city council confirmed that the August publication responded solely and exclusively to a technical anomaly and to an error in the computerised automation process for sending publications from the grants application to the BDNS. Being an automated mechanical reproduction, it absolutely lacks administrative intent and does not alter the firmness of the original May resolution.
The rectification is based on Article 109.2 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, which empowers administrations to correct at any time material, factual or arithmetical errors in their acts.
Effects of the rectification
The resolution provides, among other measures:
- Declare void the erroneous announcement of 4 August, which lacks any legal effect or validity and generates no right whatsoever for third parties.
- Declare the inadmissibility for processing and the direct filing of all applications submitted or that may be submitted under the aforementioned erroneous announcement.
- Maintain the full validity, effectiveness and firmness of the agreement issued by the Local Government Board in the original procedure derived from the publication of 12 May 2026.
- Declare the full validity and effectiveness of applications submitted in a timely and proper manner under the original publication, which have already been processed and are not affected by the computer anomaly.
Competence and publication
The rectification is based on the powers set out in Law 7/1985, of 2 April, regulating the bases of local government, in the Mayoral decree of 17 June 2023 appointing the delegated councillorships, and in the agreement of the Local Government Board of 20 June 2023 on delegation of powers. The resolution is signed by Míriam Louzao Fernández, delegated councillor for Cultural Capital, Tourism, Education and Historical Memory, dated 9 August 2026.
The publication of the resolution in the BOP and on the municipal electronic headquarters was ordered for general knowledge, as well as to report to the first Local Government Board to be held. No administrative appeal may be lodged against this act of mere rectification of material errors.
The news has a direct impact on cultural entities that could be confused by the deadline: those that submitted applications under the erroneous August announcement will have them rejected and archived, while those that did so in a timely and proper manner after the publication of 12 May keep their situation in the procedure intact.
