Santander aprueba inicialmente el Estudio de Detalle de Las Calabazas

The Local Government Board of the Santander City Council initially approved on October 13, 2026, the Detailed Study modifying the volume planning of Action Unit 18 of Distribution Area 5, known as Las Calabazas, in the General Urban Development Plan of Santander. The agreement is published in the Official Gazette of Cantabria (BOC) no. 201, dated October 20, 2026, with the reference CVE-2026-8152, and opens a twenty-day period for submitting allegations.

The announcement, signed in Santander on October 13, 2026, by the delegated councilor for Development, Urban Planning, Sustainable Mobility, and Housing, Agustín Navarro Morante, reproduces the two agreements adopted by the municipal governing body: the initial approval of the document and the opening of the public information process. The text is inserted in section I of the gazette, on page 53500.

A modification of volumes on a specific plot

The initially approved agreement consists of a Detailed Study “for the modification of volume planning”—as it literally appears in the official text—which affects cadastral plot 0529801VP3102H0000QA, included in Action Unit 18 of Distribution Area 5 of the Santander PGOU, known as Las Calabazas.

The Detailed Study is the instrument through which municipal planning specifies the volume planning of an action unit already delimited by the general plan. The announcement does not detail the resulting buildability or the specific scope of the reorganization: those data appear in the document that can be consulted at the Urban Planning Service during the exhibition period.

Twenty days of public information and two consultation channels

The second agreement opens a public information period of twenty days starting from the publication in the Official Gazette of Cantabria, that is, from this October 20, 2026, so that any interested party may submit the allegations they deem appropriate.

During that period, the file may be consulted at:

Allegations shall be addressed to the Legal Service of Development and Urban Planning and may be submitted via the City Council’s electronic Registry, at any Registry Assistance Office, or through the other forms provided for in article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

A procedure that the City Council is repeating this autumn

The processing is not isolated. The same City Council initially approved on August 3, 2026, the Detailed Study of Action Unit 5 of Distribution Area 21, in the Aviche Norte neighborhood, at the request of the Compensation Board represented by José Ramón Cornejo Lavín (BOC of August 13, 2026, CVE-2026-6417), and definitively approved it by agreement of the Plenary on September 24, 2026, published on October 9 (CVE-2026-7651).

In that file, the definitive agreement could be challenged via contentious-administrative proceedings before the Contentious-Administrative Chamber of the High Court of Justice of Cantabria within two months from the day following publication. The initial approval now being announced is only the first step: the document must pass public consultation and subsequently obtain definitive approval.

For the owners of plot 0529801VP3102H0000QA, for the developers interested in Action Unit 18, and for the residents of the Las Calabazas area, the twenty-day period is the only window to file objections before the Detailed Study is administratively closed. Those who do not do so must wait for the definitive approval, at which point only a contentious-administrative appeal will be possible.
