Por FactBox Admin

The Plenary of the Santa Margarida i els Monjos City Council approved on October 26 the regulatory bases for the grants awarded by the Department of Sports to finance physical activity and sports projects during the 2027 financial year, with an estimated budget of 26,000 euros. The agreement is published in the Official Gazette of the Province of Barcelona (BOPB) on November 2, 2026, in the local administration section (pp. 1-22), with the official reference CVE 202610160091 and file 5173/2026. The call, under a competitive bidding process, is addressed to non-profit sports associations and entities registered in the Municipal Registry of Entities.
The bases are specific in nature and are complemented by the City Council’s General Grant Ordinance, published in the BOPB on December 27, 2019, which acts as the general regulatory framework. The line is part of the Strategic Grant Plan for 2027, which must be approved together with the budget for the financial year, and is based on Law 38/2003, of November 17, General Law on Grants, and Law 39/2015, of October 1, on common administrative procedure.
Two aid lines and a ceiling of 26,000 euros
The text divides the aid into two lines, and each entity may only submit one application and opt for a single line:
- Line 1, promotion of continuous sports activity: 22,500 euros, distributed as 2,250 euros among participating entities, 14,625 according to federation records, 2,250 for grassroots athletes up to 18 years old, 2,250 for athletes registered as residents in the municipality, and 1,125 for activities open to the public.
- Line 2, promotion of singular sporting events: 3,500 euros, with 350 euros among entities, 1,925 for non-federated records, 525 for grassroots sports, 350 for athletes registered as residents, and 350 for open activities.
The calculation is based on a forecast of 26,000 euros charged to the budget application 341.48000 “GRANTS FOR SPORTS ENTITIES” of the 2027 budget. If the final allocation varies, the formulas remain and only the amounts are adapted. The granting is subject to the existence of adequate and sufficient credit.
Deadline of twenty business days and a single application
The deadline for submitting applications is twenty business days starting from the day after the publication of the summary of the call in the BOPB; therefore, it has not yet opened, as the bases are under public information for a period of 20 days and the call will be approved after the final approval. Requests must be processed electronically using the standardized form of the municipal electronic office and must include:
- Annex 1: report of the activity or project, including recipients, planned participants, objectives, and expected results.
- Annex 2: income and expenditure budget, with a maximum of 5% for indirect expenses over direct expenses.
- Annex 3: responsible declaration regarding requirements, other grants requested, and commitments.
- IBAN bank certificate and list of athletes (files).
The execution period for the subsidized activities runs from January 1 to December 31, 2027. If the application is defective, the entity will have ten business days to correct it.
Evaluation Commission and resolution
The instruction corresponds to the Department of Sports, while the assessment is carried out by an Evaluation Commission chaired by the coordinator of the Sports Area, with the Secretary of the City Council and the General Administration technician as members. This commission issues a proposal report that is forwarded to the Local Governing Board, the competent body for granting the subsidies.
The maximum deadline for resolution is three months from the end of the application period, and notification must occur within ten days following approval. The lack of resolution within the deadline has the effect of dismissal, and the call may be declared void if no application is submitted or if none meet the requirements.
90% payment and justification until 2028
Payment will be made in two phases: 90% of the amount at the time of granting and the remaining 10% upon submission of the justification, no later than January 31, 2028. Entities must have valid civil liability insurance throughout the execution period and must acknowledge municipal support with the indication “With the support of the City Council of Santa Margarida i els Monjos” and the official coat of arms on all promotional material. The grants are compatible with other subsidies, provided that the sum does not exceed the total cost of the activity.
The impact of the measure falls directly on the sports clubs and associations of the municipality, which must adjust their 2027 projects to two closed lines and a distribution calculated by formulas based on files, grassroots sports, census registration, and open activities. The document bears the signature of the mayor, Esther Marmaneu Domingo, and is dated October 27, 2026.
