Santa Lucía announces a vacancy for Manager via internal promotion

The City Council of Santa Lucía de Tirajana has approved the specific bases and the call to fill, via internal promotion and through a competitive examination system (concurso-oposición), one permanent labor position for Supervisor (Encargado/a) belonging to Group C, Subgroup C2. The decision was adopted by Mayor-Presidency Decree number 2026-5909, dated August 24, 2026, and is published in the Official Gazette of the Province of Las Palmas number 104, dated August 31, 2026 (registry 1791584, page 15237).
The announced position, identified by number 2017, is included in the Public Employment Offer corresponding to the 2023 fiscal year, modified by Mayor-Presidency Decree number 2024-4359, dated July 18, 2024. The process is governed by Article 83 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, along with local government regulations and those of the municipalities of the Canary Islands.
Requirements and access conditions
To participate in the internal promotion track, applicants must meet the following requirements:
- Be personnel with a permanent labor link to the City Council of Santa Lucía de Tirajana.
- Prove a minimum seniority of two years as a permanent labor worker in a category of the group from which they are promoting.
- Possess the qualification required for Subgroup C2: Graduate in Compulsory Secondary Education, School Graduate, first-degree vocational training or intermediate cycles, or equivalent.
- Hold a class B driver’s license.
All requirements must be met at the time the application submission period ends and maintained throughout the entire process until the assumption of office. The examination fee amounts to 26.00 euros, in accordance with the Fiscal Ordinance regulating the examination fee.
Deadline and submission of applications
The application submission period will be 20 business days, counted from the day following the publication of the call and the bases in the Official Gazette of the Province of Las Palmas. Applications should preferably be submitted through the Convoca digital platform, accessing via cl@ve pin or digital certificate, or by any of the means provided for in Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure.
Along with the application, documentation proving merits, a valid DNI or NIE, academic qualifications, the driver’s license, and proof of payment of the fee must be provided. Once the deadline has expired, the Mayor’s Office will issue a resolution within a maximum period of one month approving the provisional list of admitted and excluded candidates, with a period of 10 business days for corrections.
Phases of the selection process
Selection will be carried out through a competitive examination system (concurso-oposición), with a maximum total score of 14 points, resulting from the sum of the examination phase (10 points) and the merit phase (4 points).
- Examination phase: a single 90-minute exercise consisting of two parts: a multiple-choice questionnaire of 10 questions (40% of the grade) and a practical case study with 5 short questions (60% of the grade). A minimum of 2 points is required to be eligible for a position.
- Merit phase: assessment of merits based on seniority (up to 1 point), personal grade (up to 0.50 points), professional experience (up to 3 points), and training and recognitions (up to 2 points).
The Evaluating Board will be of the second category and will be composed of permanent staff or career civil servants, aiming for parity between men and women. Candidates who pass the process will be proposed for appointment as permanent staff, and the administration may establish a reserve list to cover interim positions and contracts.

This call opens a path for professional promotion for the permanent staff of the City Council of Santa Lucía de Tirajana, who may ascend to Subgroup C2 through a transparent competitive examination process.
