Sant Vicenç de Torelló urgently calls for the position of secretary-intervention

The Sant Vicenç de Torelló City Council has approved the guidelines to provision, on a non-permanent basis, the position of Secretary-Intervention, third class, Secretary-Intervention sub-scale, with urgent and non-deferrable character. The call is published in the Official Gazette of the Province of Barcelona (BOPB) on September 2, 2026, with official reference CVE 202610136927, and is signed by the mayor Enric Mayo Rodriguez on September 1, 2026.
The measure is based on article 81.3 of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of the Public Employee, and on articles 49, 50, and 51 of Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration civil servants with national qualification. This is a key position for the administrative functioning of the municipality, reserved for civil servants of the local administration scale with national qualification.
Characteristics of the position
The convened position presents the following remunerative and access conditions:
- Access group: Group A, Subgroup A1.
- Level: 26.
- Annual specific supplement: 22,354.22 euros.
- Working day: full-time.
- Requirement: to be a career civil servant of the local administration scale with national qualification.
Forms of occupation and duration
Provision can be made through three channels, with an order of preference established by the regulations. Provisional appointment (article 49 of Royal Decree 128/2018) takes precedence over other non-permanent forms; the service commission (article 51) is used when the impossibility of provisional appointment is proven; and accumulation (article 50) remains as a subsidiary route when none of the above are possible. In all cases, the occupation ends when the circumstances that motivated its adoption disappear.
Deadline and submission of applications
Interested persons have five business days starting from the day after the publication of the announcement in the BOPB; if the last day is a non-working day, the deadline is extended to the next business day. The application must indicate the form of occupation being opted for, and it shall be submitted preferably electronically, although it can also be formalized at the general registry of the City Council or by any of the means in article 16.4 of Law 39/2015. The service certificate issued by the General Directorate of Public Function of the corresponding Ministry or the certificates of services rendered and the supporting documentation of degrees and training must be attached.
Evaluation and award
Once the deadline has ended, a suitability report for each applicant will be issued, with a reasoned proposal that will be submitted to the Mayor’s Office. The evaluation scale includes:
- Experience in similar or identical positions: up to 10 points (1 point per full year in equivalent positions, maximum 5; and 0.5 points per year in TAG or TAE positions, maximum 5).
- Studies and specific training: up to 3 points, with 1.5 points for postgraduate courses of more than 200 hours, 1 point for postgraduate courses of less than 200 hours, and up to 2 points for training in new technologies and artificial intelligence applied to the secretary-intervention.
An interview may be conducted to verify the professional profile of the candidates. The announcement is forwarded to the Col·legi de Secretaris, Interventors i Tresorers d’Administració Local de Catalunya (CSITAL) so that it may be publicized during the same period of five business days.
The resolution exhausts the administrative route, meaning that interested parties may file a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Barcelona within two months, or an optional appeal for reversal before the Mayor’s Office within one month. The urgent filling of this position guarantees the continuity of the functions of public faith, legal advice, and economic-financial control of the municipality, which are essential for the proper functioning of the local administration.
