Sant Feliu de Pallerols transfers traffic sanctions to the Catalan Service

The Sant Feliu de Pallerols City Council and the Catalan Traffic Service have signed a collaboration agreement whereby the director of this body assumes the powers to report and sanction infractions of traffic regulations committed on urban roads within the municipality. The text is published in the Official Gazette of the Province of Girona no. 182, of September 22, 2026, under edict number 8069 and official reference BOP-2026_0_182_8069 (pp. 1-6). The agreement was approved by the Plenary of the corporation on July 21, 2026, with the favorable vote of the absolute majority of the legal number of members.

A legal framework that transfers sanctioning power

The agreement is based on article 11.4 of Law 14/1997, of December 24, creating the Catalan Traffic Service, which allows the director of the body to assume the sanctioning competence for infractions on urban roads that corresponds to mayors, provided there is a signed agreement with the affected city council. The publication is carried out in accordance with article 110.2 of Law 26/2010, of August 3, on the legal regime and procedure of public administrations.

The associated municipal file is X2026000577. The approval by the Plenary was based on article 114.3.e) of Legislative Decree 2/2003, of April 28, approving the revised text of the municipal and local regime law of Catalonia, and article 309.2 of Decree 179/1995, of June 13.

The signatories of the text are:

• Ramon Lamiel Villaró, director of the Catalan Traffic Service, by signature authorization from the Minister of Interior and president of the body, Núria Parlon i Gil (resolution of August 11, 2024).
• Artur Colomer Buchner, mayor of Sant Feliu de Pallerols.

Reporting by the Mossos, instruction in Girona, and resolution by the director

The sanctioning procedure will be initiated as a result of the mandatory reports filed by officers of the Mossos d’Esquadra corps in traffic surveillance duties against infractions committed on the urban roads of the municipality. The instruction of the files will correspond to the Territorial Traffic Service of Girona, in accordance with article 12.1.e) of Decree 53/2015, of April 14, on the restructuring of the Catalan Traffic Service.

The resolution of the file and, if applicable, the imposition of the sanction will fall upon the person holding the directorship of the Catalan Traffic Service.

Collection, appeals, and monitoring committee

The Catalan Traffic Service will manage and process the collection of sanctions derived from these files and may demand the amount through enforcement proceedings. An optional appeal for reversal may be filed against the sanctioning resolutions before the same body that issued them.

The agreement creates a monitoring, surveillance, and control commission composed of two members designated by each of the parties. It will meet at the request of either party and will be responsible for resolving interpretation and compliance issues that arise during the term of the agreement; its decisions require the consent of both parties.

Four-year term, extendable

The agreement will expire four years after signing, and the parties may unanimously agree to an extension of up to four additional years. Termination is also provided for by unanimous agreement, by notice from one party three months in advance, by a judicial decision declaring nullity, or due to breach of the pacts. The city council commits to publicizing the content of the agreement on the municipal notice board.

The measure directly affects drivers traveling on the urban roads of Sant Feliu de Pallerols: fines will no longer be resolved at the city council and will instead be processed and collected by the Catalan Traffic Service, with the instruction handled by the Girona territorial service. The change also redefines the municipal management of the collection of traffic sanctions for the next four years.
