Sant Climent approves the protection ordinances for the Muntanyes del Baix

The City Council of Sant Climent de Llobregat has definitively approved the Regulatory Ordinances for the protection, exploitation, and public use of the natural environment of the Muntanyes del Baix, after the municipal Plenary approved them provisionally on May 28, 2026. The full text was published in the Official Gazette of the Province of Barcelona on September 4, 2026, with the official reference CVE 202610136784, and will enter into force the day after its publication.

The provisional approval was open to the public for thirty business days through announcements published in the BOPB on June 8, in the Official Gazette of the Generalitat de Catalunya on June 15, and in the newspaper El Punt Avui on June 12, as well as on the municipal notice board and website. During this period, no claims or suggestions were submitted, which converted the initial approval into a definitive one.

A common framework for sixteen municipalities

The ordinances are part of the Framework Collaboration Agreement for the protection, improvement, and comprehensive development of the agro-forestry territory of the Muntanyes del Baix, signed on June 28, 2018, by sixteen municipalities: Begues, Castellví de Rosanes, Cervelló, Corbera de Llobregat, Gavà, La Palma de Cervelló, Martorell, Pallejà, Sant Andreu de la Barca, Sant Boi de Llobregat, Sant Climent de Llobregat, Sant Vicenç dels Horts, Santa Coloma de Cervelló, Torrelles de Llobregat, Vallirana, and Viladecans.

The municipality of Sant Climent contributes 997.7 hectares of surface area to this agro-forestry space, which concentrates environmental, landscape, heritage, and economic values. The text, consisting of 137 articles distributed across eight titles, aims to make the orderly leisure of citizens compatible with the conservation of natural heritage and respect for private properties, and largely coincides with the ordinances promoted by the other signatory municipalities to apply common criteria in a territory without perceptible municipal boundaries.

Restricted advertising and signage

The chapter dedicated to advertising establishes that, as a general rule, the placement of panels, stickers, or any other form of propaganda is prohibited, except in expressly authorized cases. Only new signage according to the standardized models of the Muntanyes del Baix is permitted, and information panels and signs for municipal and supra-municipal routes must include the brand logo.

• Directional signs on public land for private estates, facilities, and activities require municipal authorization.
• Graffiti or markings on rocks or trees are only permitted for traditional hiking signage, subject to prior authorization.
• In case of non-compliance, the person promoting the dissemination of the message is considered directly responsible, and the material author is considered subsidiarily responsible.

Sanctioning regime

Infractions are classified as minor, serious, and very serious, with fines ranging up to 600 euros for minor ones, from 601 to 1,500 euros for serious ones, and from 1,501 to 3,000 euros for very serious ones, which may be increased up to the total benefit obtained by the offender. The statute of limitations is six months for minor infractions, two years for serious ones, and three years for very serious ones.

• The competence to initiate proceedings and impose sanctions corresponds to the mayor.
• The imposition of sanctions is independent of the obligation to restore the environment to its previous state and to compensate for damages.
• Rural agents and local police may immobilize or remove vehicles if there is a serious risk to people, property, or ecosystems.

The ordinance, signed by Mayor Jordi Pérez Condeminas on September 1, 2026, establishes that an administrative contentious appeal may be filed against the agreement before the Administrative Contentious Section of the Court of First Instance of Barcelona within a period of two months. The regulation represents a relevant step toward the coordinated management of a shared natural space and directly affects residents and visitors who use the paths, leisure areas, and forest resources.
