Health Department reorganizes the healthcare districts of Salamanca and Segovia

The Regional Ministry of Health and Social Welfare of the Junta de Castilla y León has published two orders in the Official Gazette of Castilla y León (no. 160, of August 19, 2026) reorganizing the medical and nursing care boundaries in the Health Areas of Salamanca and Segovia. The regulations, signed on August 14 by the regional minister Alejandro Vázquez Ramos, create, modify, and suppress boundaries to adapt the distribution of the assigned population and balance the workloads of professionals within the Primary Care Teams.

Order SAN/777/2026 (reference BOCYL-D-19082026-160-18) applies to the Salamanca Health Area, while Order SAN/778/2026 (reference BOCYL-D-19082026-160-19) does the same for the Segovia Health Area. Both are issued as a result of the previous territorial reorganization of the Basic Health Zones (ZBS) and enter into force the day following their publication.

Regulatory Framework

The territorial organization of the Public Health System of Castilla y León is structured, according to article 13 of Law 8/2010, of August 30, on the Organization of the Health System, into Health Areas, Basic Health Zones, and Health Boundaries, which together configure the Health Map of the Community. Care boundaries, defined in Decree 6/2002, of January 10, are the integrated territorial scope within each ZBS in which professionals carry out their ordinary care functions.

The authority to create, suppress, or modify these boundaries corresponds to the head of the Regional Ministry competent in health, according to Decree 13/2003, of January 23, and article 7 n) of Law 8/2010. The permanent updating of these units responds to organizational, social, demographic, epidemiological, and territorial factors.

Reorganization in Salamanca

Order SAN/777/2026 is issued following the restructuring of the ZBS of the Salamanca Health Area carried out by Order SAN/760/2026, of August 11. Regarding medical boundaries:

• Boundaries 10, 11, and 12 of the “La Alamedilla” ZBS and 14, 15, 16, and 17 of the “Garrido Sur” ZBS are suppressed.
• Boundary 11 is created in the “San Juan” ZBS.
• In the “Prosperidad” ZBS (formerly Sancti-Spíritus), boundaries 1 to 6 are modified and 7, 8, and 9 are created.
• In the “Universidad Centro” ZBS, boundaries 9, 10, and 11 are created.

Regarding nursing boundaries, 12, 13, and 14 of “La Alamedilla” and 15 to 18 of “Garrido Sur” are suppressed, 1 to 6 of “Prosperidad” are modified, and new boundaries are created in “Prosperidad” and “Universidad Centro”.

Reorganization in Segovia

Order SAN/778/2026 stems from Order SAN/737/2026, of August 3, which modifies the Segovia II ZBS and creates the Segovia IV ZBS. Regarding medical boundaries:

• Demarcations 8 to 11 of the “Segovia II” ZBS are suppressed, and demarcations 1 to 6 of the new “Segovia IV” ZBS are created.
• In the “Cantalejo” ZBS, demarcations 1, 8, 10, 13, and 16 are modified and demarcation 11 is suppressed, with the reassignment of nuclei such as Cabezuela, Puebla de Pedraza, Arevalillo de Cega, Muñoveros, Veganzones, or Fuenterrebollo.
• In the “Carbonero el Mayor” ZBS, demarcation 11 is suppressed and demarcation 16 is modified.

In nursing, demarcations 10 to 13 of “Segovia II” are suppressed and demarcations 1 to 7 of “Segovia IV” are created.

Impact

Both orders, which conclude the administrative process, seek to guarantee an efficient allocation of human resources and a healthcare provision more closely aligned with the needs of the population. Affected professionals will see their workloads redistributed, and the citizens of Salamanca and Segovia will see primary care reorganized based on the new territorial structure of their Basic Health Zones (ZBS).
