Health Ministry grants 4.67 million to the Príncipe Felipe Center for biomedical research
Por FactBox Admin
The Department of Health of the Generalitat has granted a direct nominative subsidy of 4,674,000 euros to the Fundación de la Comunitat Valenciana Centro de Investigación Príncipe Felipe (FCIPF) to collaborate in the financing of its operations and the promotion of biomedical research during the 2026 fiscal year. The grant is formalized through the Resolution of October 15, 2026, signed by the regional minister Marciano Gómez Gómez, and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10488, of November 6, 2026, in section III (administrative acts, subsidies, and grants), with official reference DOGV-C-2026-34015.
The aid is supported by article 168.1.A) of Law 1/2015, of February 6, on public finance and subsidies of the Generalitat, which allows for the direct granting of subsidies provided for nominatively in the Budget Law, and article 22.2.a) of Law 38/2003, of November 17, general law on subsidies. The allocation appears in Law 4/2026, of July 22, on the Generalitat budgets for 2026 (DOGV 10425, of August 10, 2026), under budget application G01100301, subprogram 411E00 “Health Sciences Research”, chapter 4 and subsidy line S0559. The line is included in the Strategic Subsidy Plan of the Department of Health 2024-2027.
The beneficiary is a private non-profit entity with NIF G46923421 that is not part of the instrumental public sector of the Generalitat. Its statutes assign it the development of cutting-edge research in biomedicine, technical support for healthcare medicine, and the function of a driving center for teams from universities, hospitals, and the CSIC.
Four transversal research programs
The subsidy is intended for personnel, the acquisition of current goods or services, and expenses for training or dissemination activities linked to the following programs:
- Cancer biology and therapies: multidisciplinary and translational research on new therapeutic targets, innovative drugs, advanced therapies, and diagnostic, prognostic, and predictive biomarkers, aligned with the European Union’s Cancer Mission.
- Neuronal pathologies: basic and translational research on Parkinson’s, spinal cord injuries, dementia, retinal neurodegeneration, and rare neuromuscular diseases.
- Metabolic disorders: study of the molecular and cellular defects underlying chronic metabolic disorders and their complications.
- Transversal support programs: drug discovery and nanomedicine, biomedical engineering and cell therapy, preclinical models unit, and computational tools and data science unit.
Advance payment in four installments
The disbursement is carried out as a 100% advance, in accordance with article 47.7.b of the regional budget law, split into four payments of 25% each on a biweekly basis, closing in the first fortnight of December 2026. The foundation is exempt from providing guarantees as it is a current and capital grant from program 411E00 destined for R&D&i.
Management and control correspond to the General Directorate of Research and Innovation, which will issue the resolution for the recognition of obligation for each installment. Since the commitment exceeds 600,000 euros, the department will send the resolution to the Audit Chamber (Sindicatura de Cuentas) within three months following its signing.
Justification until January and expenditure control
The deadline for the justification of expenses is January 31, 2027, and includes a justification account, payroll and contribution bulletins, invoices and payment documentation, as well as a scientific report including dissemination, projects obtained, and published articles. Debit interest, surcharges and penalties, legal expenses, investment-nature expenses, and inventoriable material are not eligible for subsidies.
The aid is compatible with other grants provided it does not exceed the cost of the activity. As these are primary activities of a non-economic nature, notification to the European Commission is not required, nor does article 107 of the Treaty on the Functioning of the European Union apply. Control is adjusted to the plan approved by the Resolution of March 20, 2026 (DOGV 10333, of March 31, 2026). Against the resolution, which exhausts the administrative route, a motion for reconsideration may be filed within one month or a contentious-administrative appeal within two months.
The contribution guarantees the continuity of the research staff and the technological support units of the center throughout the fiscal year, in a context of dependence on public funding for Valencian biomedical research, and reinforces the position of the FCIPF as a reference infrastructure for hospitals and universities of the Comunitat.
