Health Department authorizes Torrevieja Hospital to use lyophilized bone tissue implants

The Department of Health of the Generalitat Valenciana has authorized the Torrevieja University Hospital to perform the implantation of lyophilized bone tissue for traumatology, thereby expanding the center’s transplant portfolio. The resolution, signed on August 11, 2026, by the Undersecretariat, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10448, dated September 10, 2026, with official reference DOGV-C-2026-27386.

The authorization, valid for a period of four years, was requested on May 11, 2026, by José Gabriel Cano Montoro. The director of the Transplant Program of the Comunitat Valenciana provided a favorable report on the request, allowing the file to be processed until its granting.

A four-year authorization

The authorized center is located on the CV 95 road, San Miguel Salinas-Torrevieja, partida La Ceñuela, s/n, 03186 Torrevieja (Alicante). The technical manager of the activity is Manuel Segura Trepichio.

The resolution enables the hospital to perform the implantation of lyophilized bone tissue for traumatology purposes, a technique that falls within the activities of procurement, clinical use, and territorial coordination of human tissues intended for transplantation.

Regulatory framework

The granting is based on a set of provisions that regulate the health authorization of centers and transplant activities:

• Order of February 26, 2008, of the Minister of Health, on the health authorization of centers for the extraction and transplantation of organs, tissues, and cells.
• Royal Decree 1723/2012, of December 28, which regulates the procurement, clinical use, and territorial coordination of human organs.
• Royal Decree-Law 9/2014, of July 4, on quality and safety standards for the donation and processing of human cells and tissues.
• Decree 157/2014, of October 3, of the Consell, on health authorizations and health planning registries.
• Order 7/2017, of August 28, and Order 3/2025, of April 4, which develop the previous regulations.

Conditions and requirements

The authorization is subject to a series of obligations for the center:

• Notify the undersecretariat of any substantial modification in the conditions that motivated the authorization.
• The review or revocation of the authorization if the modifications substantially alter the circumstances that justified it.
• The expiration of the authorization if the renewal application is not submitted before the end of the validity period.
• The submission of the center to the inspection and control of the department.

Appeal and validity

An appeal (recurso de alzada) may be filed against this resolution, which does not exhaust administrative remedies, before the Regional Minister (conseller) of Health within one month of notification, pursuant to Article 122 of Law 39/2015, of October 1. The resolution is signed by Joaquín Alfonso Andani Cervera, Undersecretary of Health.

The measure consolidates the Torrevieja University Hospital as a center authorized for tissue transplant activity with growing demand in the field of traumatology, within the transplant program of the Comunitat Valenciana.
