Sanidad amplía las ayudas para la adherencia a tratamientos médicos prescritos

The Consell has approved Decree 171/2026, of October 23, which modifies the second section of Decree 206/2025, of December 26, regulating direct subsidies to facilitate adherence to medical treatments prescribed by practitioners of the Public Health System during the 2026 fiscal year. The regulation is published in the Official Gazette of the Generalitat Valenciana number 10479, of October 26, 2026, in section III (Administrative Acts), section B (Subsidies and grants), with the official reference DOGV-C-2026-33242.

Five subsidy lines with new maximum amounts

The decree entirely replaces the financing section of the previous regulation and sets a total maximum amount for each beneficiary group, charged to the Generalitat budgets for 2026:

  • Pensioners, subsidy line S1080 “Aid for the especially vulnerable group; pensioners”: 23,469,780 euros.
  • Persons with disabilities, line S1081 “Aid for the especially vulnerable group; disability”: 6,519,200 euros.
  • Minors, line S1163 “Aid for the especially vulnerable group; minors”: 5,717,990 euros.
  • Unemployed persons, line S1050 “Aid for the especially vulnerable group; unemployed”: 15,454,880 euros.
  • Single-parent families, line S1070 “Aid for the especially vulnerable group; single-parent family”: 20,600 euros.

The sum of the five lines reaches a maximum of 51,182,450 euros. The text of the decree does not detail the amounts in effect until now, but rather justifies the increase based on the evolution of demand.

The increase in cost per patient and the covered population

The preamble explains that the modification responds to the “increase in pharmacological coverage needs” calculated based on the average cost per subsidized patient in 2026, as well as the increase in the number of citizens eligible to receive this aid. To this is added, according to the text, the budget execution situation, which advises reinforcing the lines to “properly address the aid for these designated groups.”

The regulation is based on article 168.1.C) of Law 1/2015, of February 6, of the Generalitat, on public finance, the instrumental sector, and subsidies, which allows for the exceptional granting of subsidies when reasons of public, social, economic, or humanitarian interest are proven that hinder their public call. The Consell emphasizes that these are especially vulnerable groups and that the objective is to correct health inequalities and guarantee equal access to public health services.

Financing, retroactive effects, and State aid control

The funds come from the Generalitat budgets for 2026, approved by Law 4/2026, of July 22 (DOGV 10425, of August 10, 2026), charged to section G0110, service G011002, management center G01100200, subprogram 412B25, chapter IV. The resolution is subject to the actual existence of adequate and sufficient credit.

The decree takes effect from the day following its publication and will apply both to procedures initiated from then on and to those already initiated between January 1 and December 31, 2026. The regulation does not require notification to the European Commission, as it does not meet the requirements of paragraph 1 of Article 107 of the Treaty on the Functioning of the European Union, as it is addressed to persons who do not carry out an economic activity; furthermore, the provisions of Decree 128/2017 on State aid have been complied with.

The text was signed in València on October 23, 2026, by the president of the Generalitat, Juan Francisco Pérez Llorca, and by the Minister of Health, Marciano Gómez Gómez, and is issued at the proposal of the latter, by virtue of article 28.c) of Law 5/1983, of December 30, of the Consell.

Impact for patients

The update of the amounts expands the budgetary margin of a program that pays for prescribed medication for those who cannot afford it, so that the reinforcement of the most endowed lines—pensioners and the unemployed—concentrates the majority of the economic effort. By applying the new amounts also to files already initiated since January 1, 2026, the measure reaches beneficiaries in processing and not only future applications.
