Sancti-Spiritus approves disability parking permit ordinance

The City Council of Sancti-Spiritus (Badajoz) has definitively approved the Ordinance regulating the vehicle parking card for people with disabilities with reduced mobility and the creation and reservation of parking spaces on public roads. The decision is published in the Official Gazette of the Province of Badajoz, number 161, dated August 24, 2026, via Announcement 3333/2026, and the regulation will enter into force the day following its publication.

The ordinance was initially approved by the municipal Plenary in an ordinary session on December 23, 2025. Following the public information and hearing period for interested parties without any claims or suggestions being presented, the agreement is understood to be definitively adopted, in accordance with article 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Government.

Regulatory Framework

The new regulation adapts the municipality to the current state and regional legislation regarding accessibility. Among the references cited in the text are:

Royal Decree 1056/2014, of December 12, which regulates the basic conditions for the issuance and use of the parking card for people with disabilities.
Decree 135/2018, of August 1, which approves the Regulations on universal accessibility standards in Extremadura.

The card, issued by the City Council of Sancti-Spiritus, entitles its holders to exercise the rights provided for in the ordinance and the cited regulations, with validity in Extremadura, the rest of the Spanish territory, and the member states of the European Union.

Holders, Validity, and Rights

Eligible holders include persons registered in the municipality with reduced mobility or with visual acuity equal to or less than 0.1 in the better eye, as well as natural or legal persons who own vehicles intended for the collective transport of people with disabilities. The card is granted for five-year periods, while the provisional modality for humanitarian reasons has a maximum validity of one year, extendable for another equal period.

Among the holder’s rights are the reservation of a space next to the home or workplace, parking in limited-time zones, and stopping in loading and unloading zones for a maximum of one hour. The card is personal and non-transferable and must be placed legibly on the windshield.

Reserved Spaces and Sanctions Regime

The ordinance establishes the provision of reserved parking spaces on public roads:

At least 2% of the spaces located on public roads and linked public spaces.
One space for every forty or fraction thereof in the main activity centers of urban nuclei.
One space for every twenty or fraction thereof in the vicinity of health, care, or disability assistance centers.

The spaces must have a minimum dimension of 5.00 meters in length by 2.20 meters in width, with a transfer zone of 1.50 meters, and shall be marked with the international symbol of accessibility. The sanctioning regime distinguishes between minor offenses, with fines of up to 100 euros; serious offenses, of up to 300 euros and withdrawal of the card for three months; and very serious offenses, of up to 1,000 euros, with withdrawal of the card for a period of between three months and two years or its indefinite revocation.

The regulation, signed by Mayor Manuel Moralo Castro, represents a relevant step toward guaranteeing equality and accessibility for people with disabilities in the municipality, by unifying the card regime and the reservation of spaces on public roads into a single text.
