San Ildefonso approves the remote work regulations for its municipal staff

The City Council of the Royal Site of San Ildefonso has definitively approved the Teleworking Regulatory Regulations, which govern the provision of non-presential services for all its municipal staff. The decision, adopted by the Plenary following a public information period with no objections, is published in the Official Gazette of the Province of Segovia number 105, dated September 2, 2026, on page 24 (reference RC-11638).

A process without objections

The City Council Plenary initially approved the Regulations by agreement on May 28, 2026. The text was submitted for public information and hearing of interested parties via an announcement published in the BOP of Segovia number 68, dated June 8, 2026, for a period of 30 business days. After this period elapsed without any claims or suggestions being received, the provisional agreement was understood to be definitively approved.

The regulation is based on Article 47 bis of Royal Legislative Decree 5/2015, which regulates the provision of remote services in Public Administrations, and Law 10/2021 on remote work. The document, signed by Mayor Samuel Alonso Llorente on August 26, 2026, will enter into force following its full publication in the provincial gazette.

Voluntary, reversible, and limited to two days

Teleworking is conceived as a complementary modality to in-person work, based on the use of information and communication technologies. Adherence is voluntary and reversible, and in no case does it establish a vested right.

  • The non-presential workday shall not exceed 2 days per week.
  • The authorization will have a six-month validity, renewable.
  • Two modalities are contemplated: regular (via a commitment document) and occasional (with 48 hours’ notice).
  • Staff maintain the same rights, duties, and remuneration as in-person work.

Requirements and compatible positions

All public employees, whether civil servants or contractual staff, who hold a compatible position and meet the requirements of Article 5 of the Regulations may request teleworking:

  • To have held the position for at least three months.
  • To possess the necessary computer and telematic knowledge.
  • To have the appropriate computer equipment and a workspace that guarantees safety and ergonomic conditions.

Generally, positions that require in-person attention to citizens or whose absence would force third parties to assume their functions will not be eligible for teleworking. National legal officers (habilitados nacionales) must coordinate to ensure the physical presence of one of them at all times.

Monitoring and guarantees

The monitoring of regular teleworking will be carried out through random internal audits, and staff must remain reachable and available during the non-presential workday. Authorization may be suspended due to service needs or unforeseen circumstances, and terminated or revoked due to failure to meet objectives, disciplinary reasons, or a lack of technical or security conditions. Additionally, a Teleworking Monitoring Commission will be established, which will meet every six months.

The approval of this regulation represents a significant step toward the modernization of local administration and the reconciliation of the personal, family, and professional lives of municipal employees, in line with the digital transformation promoted by state regulations. The City Council establishes a transitional period of up to three months from publication for the full implementation of the system.
