San Cibrao approves the urbanization of the P-6.1 industrial estate of Reboredo
Por FactBox Admin

The City Council of San Cibrao das Viñas has definitively approved the urbanization project for polygon P-6.1 of distribution area AR-6, in the nucleus of Reboredo. The agreement was adopted by the Local Government Board in the session of September 24, 2026, and has been published in the Official Gazette of the Province of Ourense on October 21, 2026, in the announcement with reference 352962 (registry R. 2.489). The resolution ends the administrative process and clears the way for the execution of the urbanization works in that area.
A decisive step for the development of Reboredo
The approved project develops the Special Plan for Infrastructure and Facilities of polygon P-6.1 of distribution area AR-6, in the nucleus of Reboredo. It is, therefore, the instrument that concretizes the determinations of that special plan on the ground: it is the document that defines and organizes the material execution of the urbanization works planned for the area.
The definitive approval marks the end of the municipal processing of the file and legally enables the start of the works. The agreement was adopted by the Local Government Board, the competent body to resolve this type of procedure by delegation of the Plenary, and will be notified individually to the interested parties.
According to the published text, the project was drafted by Grupo de Inversión de Desarrollo Dayhe, SL, although it is a municipal initiative action. The document is available to interested parties on the City Council’s electronic headquarters (http://sancibrao.sedelectronica.es).
Conditions imposed by the Hydrographic Confederation
The definitive approval is not unconditional. The agreement expressly establishes that the project is approved with the conditions imposed in Resolution A/32/25632-1 of the Water Commissioner of the Miño-Sil Hydrographic Confederation.
That resolution is, therefore, an integral part of the legal regime of the action: any execution of the urbanization works must respect the conditions that the basin organization set in its report. The announcement does not detail the content of those conditions, which appear in the file and in the resolution of the hydraulic body itself.
The City Council must notify the agreement to the interested parties and publish it in the provincial gazette for the purposes of general knowledge, as stated in the second point of the dispositive part.
Deadlines and means of appeal
Against the resolution, which exhausts the administrative route, interested parties may act through two alternative ways:
- Optional appeal for reversal before the City Council of San Cibrao das Viñas itself, within a period of one month from the day following the publication of the announcement, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on common administrative procedure.
- Contentious-administrative appeal before the Contentious-Administrative Court of Ourense, within a period of two months from the day following the publication, in accordance with article 46 of Law 29/1998, of July 13, of the contentious-administrative jurisdiction.
If the appeal for reversal is chosen, the contentious-administrative route cannot be pursued until the former is expressly resolved or is dismissed by silence. All this without prejudice to any other appeal deemed more convenient.
The announcement is signed by the mayor, Marta Nóvoa Iglesias, and bears the registration number R. 2.489.
Impact for neighbors and owners
The final approval of the urbanization project is the procedure that transforms a planning forecast into an executable work. For landowners in the AR-6 area of Reboredo, it entails the fixing of urbanization charges and the start of a process that usually ends with the acceptance of the works by the City Council and the consolidation of the lands as building plots.
For the municipality as a whole, the action consolidates residential growth towards the nucleus of Reboredo, an area that until now lacked complete urban infrastructure. Any person interested in knowing the exact scope of the project may consult it at the municipal electronic office during the exhibition period and, if deemed appropriate, challenge it through the indicated channels.
