San Carlos del Valle somete a información pública su protocolo antiacoso

The City Council of San Carlos del Valle has opened for public review the approval file for its Action Protocol against sexual harassment, harassment based on sex, and harassment based on sexual orientation. The procedure is announced in the Official Gazette of the Province of Ciudad Real number 212, dated Tuesday, November 3, 2026, within the Local Administration (City Councils) section. The notice, identified as announcement number 3537, sets a period of 20 days for interested parties to appear and submit allegations.

The file, according to the published text, has been instructed “by the competent services of this City Council” and does not reproduce the articulated content of the protocol: it is limited to opening the public participation phase. The document is available to interested parties at the municipal electronic office, sancarlosdelvalle.sedelectronica.es, where it can be consulted before submitting any written document. The announcement was electronically signed on October 30, 2026, by the head of the BOP section, Juan Luis Cuadros Campo, and carries the secure verification code AaZ/2peTjxno64LHJhSJ.

Twenty days for allegations

The enabled period is 20 days, during which those who “may be considered interested parties in said file” may intervene, with the possibility of appearing and formulating as many allegations, suggestions, or claims as they deem appropriate. The consultation is channeled through two routes: the City Council’s electronic office and the administrative file itself.

The calendar is shorter than that applied to other procedures of the same City Council. In the same issue of the gazette, the modification of Fiscal Ordinance number 24—regulating the fee for providing courses, workshops, and other teaching—is submitted for public review for 30 days, in accordance with article 17.2 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

Three forms of harassment in the workplace

The title of the protocol expressly covers sexual harassment, harassment based on sex, and harassment based on sexual orientation, and limits it to the workplace of the City Council, that is, to the municipal staff providing service to the corporation. The public exhibition aims to allow both staff and citizens to review the text before its final approval.

Unlike other municipalities, whose protocols are inserted in full into the gazette, in this case, the publication is limited to the agreement to open the procedure: the articulated content is not transcribed in the announcement.

A wave of protocols in the province

The initiative of San Carlos del Valle joins a sequence of similar approvals in the province during the last quarter. Among those published in the BOP are:

  • Valdemanco del Esteras, approved by the Plenary on September 2, 2026.
  • Arenales de San Gregorio, Plenary of September 14, 2026.
  • Caracuel de Calatrava, Plenary of September 21, 2026.
  • Navas de Estena, Plenary of October 1, 2026.
  • Llanos del Caudillo, Plenary of October 1, 2026.
  • Almadén, by Mayor-Presidency decree number 2026-1801, of October 22, 2026.

In parallel, the City Council of San Carlos del Valle publishes two other matters in the same issue: the provisional approval of the modification of Tax Ordinance number 24, agreed upon in the Plenary of October 29, and an agreement from the Plenary of October 28 within file no. 452/2026, regarding the budgetary allocation for the payment of specific remunerations.

The procedure affects the municipal staff, the primary recipients of the protocol, and all residents, who have 20 days to review the text and submit objections before the corporation deems it approved. The publication of the announcement also records that the Council is approaching the design of its internal equality policies through public participation and not solely by plenary agreement.
