The Illustrious City Council of San Bartolomé de Tirajana has promoted the bidding for the stalls of the Maspalomas Municipal Market through a public domain-patrimonial concession modality, with the aim of putting into operation a fully rehabilitated public infrastructure. The justifying report for file 012868-2026 is published in the Official Gazette of the Province of Las Palmas number 108, dated September 9, 2026, via announcement 2.957.

The property, classified as a public domain asset and integrated into the Municipal Inventory of Assets, is subject to a public competition procedure that will allow the private use of its spaces for economic activities compatible with its purpose, while the City Council retains full ownership and the powers of direction, inspection, and guardianship.

A multifunctional market after its rehabilitation

The Maspalomas Municipal Market has a total built area of 5,137 m², of which 3,308 m² are allocated to spaces susceptible to economic exploitation and 1,829 m² to common areas and general facilities. The rehabilitation and modernization action has incorporated criteria of universal accessibility, energy efficiency, sustainability, and security, configuring a multifunctional market model that integrates commerce, catering, hospitality, culture, and complementary services.

The building is identified with the cadastral reference 1714801DS4711S0001IH, registered in the Property Registry No. 2 of San Bartolomé de Tirajana as registered estate No. 3,617 and incorporated into the Municipal Inventory of Assets under file No. 249.

Thirty-seven functional units in lots

The object of the tender is structured through division into lots, configured based on the individualization of the different spaces, which encourages the participation of small and medium-sized enterprises, freelancers, cooperatives, and entrepreneurs. The functional units are as follows:

  • 21 commercial and hospitality premises, for commercial, catering, and service activities.
  • 8 kiosk-type modules, located in common areas, for small-surface activities.
  • 1 multipurpose room, intended for commercial, gastronomic, cultural, and revitalization events.
  • 5 offices on the upper floor, for administrative, technical, or management activities.
  • 2 warehouses, for logistical and auxiliary support for the property’s activities.

The proceedings are governed primarily by Law 33/2003, of November 3, on the Heritage of Public Administrations (LPAP), the Regulations on Assets of Local Entities (RBEL), the TRRL, the LRBRL, and Decree 8/2015, and are excluded from the scope of Law 9/2017, on Public Sector Contracts pursuant to article 9.1. The granting shall be carried out through a competitive process, in accordance with article 93.1 of the LPAP, and shall entail the payment of a concession fee determined by the economic-financial study of the file.

The concessions shall be granted for a fixed term, with non-automatic extensions subject to express agreement, provided that the sum of the initial term and the extensions does not exceed the maximum limit of 75 years provided for in article 93.3 of the LPAP. The award criteria will assess the quality of the proposed activity, the economic offer regarding the minimum fee, and the protection of the image of the market and the municipality.

The report, dated September 2, 2026, is signed by the General Administration technician Lorena Rodríguez Suárez, the head of the Legal Advisory Area María Begoña Rodríguez Álvarez, the head of the Project Management Area Fernando Ríos Rull, and the mayor-president Marco Aurelio Pérez Sánchez.

The commissioning of the Maspalomas Municipal Market represents a strategic opportunity for the business fabric of San Bartolomé de Tirajana, by combining the revitalization of local and proximity trade with the reinforcement of the tourist offer of one of the main destinations in Gran Canaria, generating employment and new business initiatives in the municipality.
