The Illustrious City Council of San Bartolomé de Tirajana has promoted the bidding for the stalls of the Maspalomas Municipal Market through a public domain-patrimonial concession modality, according to the report of file 012868-2026 published in the Official Gazette of the Province of Las Palmas number 108, dated September 9, 2026 (page 15719). The procedure, processed by the Mayor’s Office-Presidency through the Legal Advisory Area II and Project Management, will allow the private occupation of 37 functional units of the property under a public competition regime.

The property, classified as a public domain asset and integrated into the Municipal Asset Inventory (file 249), has undergone a comprehensive rehabilitation providing it with universal accessibility, energy efficiency, and sustainability. With a total built area of 5,137 m², of which 3,308 m² are designated for economic use, the market is configured as a multifunctional facility aimed at the commercial, gastronomic, and tourist revitalization of the municipality.

Object of the concessions

The bidding is structured through division into independent lots, so that each space can be awarded separately and adapted to its characteristics. The functional units subject to concession are:

  • 21 commercial and hospitality premises, for commercial, catering, and service activities.
  • 8 kiosk-type modules, located in common areas, for small-surface commerce.
  • 1 multipurpose room, intended for commercial, cultural, promotional, and revitalization events.
  • 5 offices on the upper floor, for administrative, technical, or management activities.
  • 2 warehouses, for logistical support of the property’s activities.

The configuration into lots encourages the participation of small and medium-sized enterprises, freelancers, cooperatives, and entrepreneurs, avoiding the concentration of use in a single operator.

As these are public domain assets, the granting is governed by Law 33/2003, on the Patrimony of Public Administrations (LPAP), the Regulation of Assets of Local Entities (RBEL), the TRRL, the LRBRL, and Decree 8/2015, being excluded from the scope of Law 9/2017 on Public Sector Contracts pursuant to article 9.1. Article 93.1 of the LPAP imposes the competition regime for the granting of concessions.

Private occupation entails the payment of a concessional fee, determined based on the Economic-Financial Study of the file and adjusted to the market value of each space. The concessions will be granted for a determined period, with a maximum of 75 years including extensions (art. 93.3 LPAP), with extensions being non-automatic and subject to the express agreement of the competent body.

Award Criteria and Obligations

The evaluation of proposals will be based on objective criteria linked to the object of each concession, most notably the quality and viability of the proposed activity, the economic offer regarding the minimum fee, the promotion of local and proximity products, environmental sustainability, job creation, and the protection of the image of the market and the municipality. Bidders will be required to demonstrate economic, financial, and technical solvency proportional to each lot, as well as the professional qualification and sectoral authorizations required for the activity.

Future concessionaires must allocate the spaces exclusively to the authorized use, maintain them in proper condition, comply with applicable regulations, pay the fee, and collaborate with the inspection and control powers of the City Council, which retains ownership of the property at all times.

The commissioning of the Maspalomas Municipal Market represents the culmination of a significant public investment and a direct boost to local commerce, employment, and the tourist offering of San Bartolomé de Tirajana, turning this infrastructure into an economic, social, and tourist benchmark for the municipality.
