San Andrés del Rey approves the new fee for municipal documents

The City Council of San Andrés del Rey has definitively approved the modification of Fiscal Ordinance No. 2.1, which regulates the fee for documents issued by or submitted to the municipal administration or authorities. The decision, adopted by the Plenary, is published in the Official Gazette of the Province of Guadalajara number 175, dated September 14, 2026, and establishes new rates affecting residents and companies processing municipal procedures.

The modification was provisionally approved by Agreement of the Plenary on December 26, 2025, and subjected to public exhibition for thirty days via an announcement in the Official Gazette of the Province. According to the Secretariat certificate dated July 1, 2026, no claims were filed during the period; therefore, pursuant to Article 17.3 of the Revised Text of the Law Regulating Local Treasuries (Royal Legislative Decree 2/2004), the file is considered definitively approved. The document was signed by the mayor, Arturo Medel Sanz, on September 10, 2026.

Taxable Event and Obligated Parties

The fee accrues upon the submission of the writing, petition, or document that the administration must process, or at the moment the document is issued when performed ex officio. Natural and legal persons, vacant estates, communities of assets, and other entities without legal personality who request, cause, or in whose interest the processing or issuance of the document results, are obligated to pay.

Exempt from the fee, among other cases, are the processing of documents necessary for the fulfillment of tax obligations, tax consultations, administrative appeals against municipal resolutions, and certified copies intended to take effect within the municipal administration itself.

New Rates for Certificates and Files

The tax quota is determined by the nature of the files and documents. Among the rates for certifications and reports, the following stand out:

• Certificates of census registration, cohabitation, and burning permits: €2.00
• Certification of documents: €3.00 (€1.00 per page or additional fraction)
• Certificates from the historical archive older than five years: €10.00
• Certificates of municipal agreements: €5.00
• Asset report and descriptive and graphic report: €2.00 each

In the block of administrative files, the modification of urban planning and the declaration of building ruin are priced at €150.00, the change of ownership of licenses at €30.00, and registration in the Domestic Animal Census at €5.00.

Licenses, Copies, and Urban Services

Concessions and building permits are priced at €30.00 when the budget does not exceed €3,000, and at 1.5% of the taxable base when it does. The first occupancy license costs €50.00 per dwelling or per 100 m² of premises, shop, warehouse, or other buildings, and €25.00 per 100 m² of basement. The activity start-up license ranges from €70.00 for premises up to 40 m² and €150.00 from 81 m² onwards.

Regarding copies of documents, black and white photocopies are priced at €0.05 per page, blueprints at €1.00, and copies of documents from a file at €0.25 per page. Urban planning services include non-binding general urban planning reports for €10.00 and urban planning certificates for €50.00. Examination fees are set at €20.00.

Exemptions and validity

Those who have been declared indigent by legal precept or are included in the Charity Register are exempt from payment, and no discounts are granted on the fees. Fees are paid by stamping the municipal seal at the time of submission of the documents, and documents received through other means must be paid within ten days, under penalty of filing.

The ordinance will enter into force upon its final publication in the Official Gazette of the Province of Guadalajara and will be applicable from that moment, remaining in effect until its modification or repeal is agreed upon. With this update, the municipality adapts its rates to local treasury regulations and provides legal certainty to the procedures that residents and companies carry out before the city council.
