Samos derroga a bolsa municipal de emprego e as bases de persoal laboral

The Plenary of the Samos City Council has initially approved the repeal of the Municipal Employment Pool Regulations and the bases for the hiring of labor personnel for the municipality. The agreement was adopted in the ordinary session on October 2, 2026, and is published in the Official Gazette of the Province of Lugo (BOP) no. 235, Wednesday, October 14, 2026, with the official reference R. 2717. The publication opens a public exhibition period of thirty days for interested parties to examine the file and submit allegations.

The plenary agreement occurs within the framework of local regime regulations. Law 7/1985, of April 2, Regulating the Bases of Local Regime, establishes in its article 70.2 the obligation to submit agreements relating to local ordinances and regulations to public information before their final approval. The announcement signed by the mayor María Jesús López López on October 6, 2026, fulfills this procedure.

The text is included in section I of the provincial gazette, dedicated to the provisions and announcements of the councils of the province of Lugo, along with other municipal agreements of the same date.

What the Plenary agreement repeals

The announcement contains the plenary agreement to initially approve the repeal of two documents that until now regulated the management of council personnel:

  • The Municipal Employment Pool Regulations of the Samos City Council.
  • The bases for the hiring of labor personnel.

The municipal employment pool is the instrument through which councils organize the selection and temporary hiring of workers. Its repeal therefore affects the personnel selection procedure of the Samos City Council, which remains pending a new regulatory framework.

Thirty-day public exhibition

The processing of the file is carried out in compliance with the provisions of article 70.2 of Law 7/1985, of April 2. According to the text published in the provincial gazette:

  • The file is submitted for public exhibition for a period of thirty days.
  • The period is counted from the day following the publication of the announcement in the Official Gazette of the Province of Lugo.
  • During this period, interested parties may examine the file and present any claims or suggestions they deem appropriate.

Final approval if there are no allegations

The text specifies that, if the period expires and no allegations are presented, the agreement will be considered definitively approved. In this way, the repeal would be consolidated without the need for a new pronouncement from the Plenary, unless the presentation of claims forces a new deliberation.

The publication in the BOP is a mandatory step within the approval procedure for local regulations and ordinances, which requires submitting the file to public information before it enters into force.

Effects for the council and for the residents

The repeal leaves the Samos City Council without the regulations it had been applying to the selection of labor personnel and without the associated hiring bases. Following the final approval, any selection process for temporary personnel must be supported by a new regulatory framework approved by the council.

For individuals interested in applying for municipal positions, the thirty-day period from the publication in the BOP is the only window to submit allegations or suggestions before the agreement is considered final.

The repeal of the municipal employment pool and the hiring bases leaves the Samos City Council without the framework that had been regulating the selection of labor personnel, a matter that affects both the internal organization of the council and the individuals aspiring to municipal employment. The thirty-day period opened with the publication in the BOP is the only opportunity to submit allegations before the agreement is definitively approved.
