Salou approves the subsidy guidelines for elderly people's organizations
Por FactBox Admin

The Salou City Council has approved the regulatory bases for the granting of subsidies, under a competitive bidding process, to senior citizens’ organizations in the municipality for the development of community projects. The agreement of the Governing Board dated September 10, 2026, is published in the Official Gazette of the Province of Tarragona on October 1, 2026, with the reference CVE 2026-08823 and file number 12888/2026. The bases are subject to public inspection for 20 business days and, if no objections are presented, they will be considered definitively approved.
Public information and entry into force
The announcement, signed by Mayor Pere Granados Carrillo on September 22, 2026, occupies pages 1 to 18 of the gazette and is processed by the Social Action, Immigration and Women’s Unit. The text is displayed in accordance with article 124.2 of the Regulation of works, activities and services of local entities (ROAS), approved by Decree 179/1995, and article 83 of Law 39/2015, on the common administrative procedure.
The bases enter into force the day after the full text is published in the gazette and remain in effect until their express modification or repeal is agreed upon. Against the approval agreement, due to its nature as a general provision, only a contentious-administrative appeal may be filed before the contentious-administrative courts of Tarragona, within a period of two months.
Requirements for beneficiary entities
Non-profit senior citizens’ organizations that meet the following requirements on the date of the application deadline may be beneficiaries:
- Be legally constituted and registered in the Municipal Registry of Entities of the Salou City Council.
- Have their registered office or a permanent delegation within the municipal boundaries of Salou.
- Carry out an effective, stable, and continuous activity in the municipality.
- Include among their statutory purposes the promotion, participation, or improvement of the quality of life of elderly people.
- Be up to date with tax obligations to the State, the Generalitat de Catalunya, Social Security, and the City Council.
- Have duly justified any previous subsidy granted by the Salou City Council.
Entities that, despite being registered in the municipal registry, do not primarily carry out their activity in the field of elderly people are excluded. Applications are submitted through the municipal electronic office using standardized forms S-1, S-2, S-3, and S-6, among other documentation.
Financing and evaluation criteria
The municipal subsidy can generally finance up to 50% of the total cost of the project, a percentage that may exceptionally reach 80% when duly accredited circumstances of special social or community interest occur. No entity may receive more than 40% of the total credit allocated to the call.
The assessment is based on a maximum of 60 points, and only applications that achieve a minimum score of 20 points can be beneficiaries:
- Block A. Requesting entity: up to 20 points (seniority, co-financing, number of members, volunteering, and resources).
- Block B. Project presented: up to 34 points (technical quality, target audience, active aging, social impact, dissemination, innovation, and networking).
- Block C. Equality, inclusion, and prevention of unwanted loneliness: up to 6 points.
The individual amount of each grant is distributed proportionally to the points obtained relative to the sum of points of all admitted entities.
Processing, control, and justification
The instructing body is the Department of Senior Citizens, assisted by the technical services of the Person Services Area, and the granting body is the Local Governing Board by delegation of the Mayor’s Office. A qualifying commission, chaired by the head of the Department of Senior Citizens, evaluates the applications and issues a reasoned report for each criterion.
The maximum period for resolution and notification is three months from the end of the application submission period, and administrative silence has a dismissive effect. The justification must be submitted by January 31st of the year following the grant, through a simplified justification account, and an advance of up to 50% of the granted amount may be authorized in case of treasury difficulties.
Beneficiary entities must visibly state the collaboration of the Salou City Council and the Department of Senior Citizens in all dissemination materials. The granted subsidies will be published in the National Subsidy Database and on the municipal Transparency Portal.
