Sakana calls for three driver-laborer positions in waste collection

The Sakana Association of Municipalities has announced a competitive examination for the provision of three driver-laborer positions in the waste collection service, under a permanent employment status and in the form of a relief contract. The call was approved by Presidency Resolution number 334/2026, dated July 30, 2026, and is published in the Official Gazette of Navarra number 174, dated September 3, 2026, in the Local Administration section.
The position, identified in the entity’s organic staff list as number 32, will be filled until the final retirement of the worker accessing partial retirement, under Article 12 of Royal Legislative Decree 2/2015, of October 23, which approves the consolidated text of the Workers’ Statute Law. The appointed person will be hired as a permanent indefinite employee in a relief capacity, registered under the General Social Security Scheme.
Position Requirements and Functions
To participate, applicants must meet the required criteria by the date the application submission period ends:
- Hold Spanish citizenship, citizenship of a European Union member state, or citizenship of a state included in international treaties on the free movement of workers.
- Be at least sixteen years of age and not exceed the maximum retirement age.
- Possess an Intermediate Vocational Training degree, First Grade Professional Training, School Graduate certificate, or an equivalent qualification.
- Hold a Class C driver’s license with a valid Certificate of Professional Competence (CAP), as well as a Class B driver’s license.
- Demonstrate knowledge of Basque (B1 spoken and A2 written level) or pass the specific test.
- Not be disqualified or separated from service in a public administration.
Functions include driving waste collection trucks on assigned routes, collecting municipal waste presented by citizens, shops, and companies, unloading it at the transfer station dock, and performing work of equal qualification at the UtzubarEKOgunea waste plant. The position is endowed with the remuneration of level D for personnel serving the public administrations of Navarra.
Deadline and Method of Submission
Applications shall be addressed to the president of the Sakana Association of Municipalities and must be submitted within thirty calendar days starting from the day following the publication of the call in the Official Gazette of Navarra. They may be delivered in person at the entity’s offices, at calle Uriz 32 in Lakuntza, Monday to Friday from 8:00 to 15:00, or through the electronic registry of the Association’s electronic headquarters. The deadline is non-extendable.
Selection Process and Tribunal
The process combines a competition phase, in which merits are assessed (with up to 10 points for training related to the position), and an examination phase consisting of a single theoretical test of short-answer or multiple-choice questions, with a maximum of 70 points and a minimum of 35 to pass. The syllabus includes Foral Law 14/2018 on waste, Law 7/2022 on waste and contaminated soils, the Mancomunidad’s regulatory ordinance on waste management, and the geography, history, and culture of the Sakana region.
The qualifying tribunal will be chaired by Aitor Larraza Carrera, with Oihana Olaberria Jaka as substitute, and will include Ander Eslava de Miguel, Olatz Garde Mazkiaran, Nerea Malkorra Araolaza, and Urtzi Nazabal Goñi as members and secretary. A list of candidates for temporary hiring will be established from those who pass but do not obtain a position, which will take priority over previous lists currently in effect.
The call for applications represents an opportunity for stable public employment in the Sakana region, in an essential service such as waste collection, and reinforces the Mancomunidad’s staff in view of the upcoming partial retirement of its personnel. Interested parties have one month from the official publication to submit their application.
