SAG amplía prohibición de antimicrobianos críticos en animales de producción

The Agricultural and Livestock Service (SAG) has expanded the list of antimicrobials whose manufacture, import, sale, and use in animals are prohibited, through exempt resolution No. 9,980, published in the Official Gazette No. 44,583 on Monday, October 26, 2026, with CVE reference 2887441. The measure incorporates into the current list entire families of antibiotics reserved for human medicine, such as fifth-generation cephalosporins, carbapenems, and glycopeptides.

The resolution, signed on October 13, 2026, by Andrea Collao Véliz, National Director (S) of SAG, modifies exempt resolution No. 1,012 of 2022, which prohibits the registration, manufacture, import, distribution, sale, possession, and use of certain antimicrobials and which repealed exempt resolution No. 5,340 of 2020. According to the recitals, that original regulation covered 17 classes of antimicrobials classified by the World Health Organization as critically important or very important for human health.

SAG bases the update on its status as the authority responsible for regulating veterinary medicines in livestock activity and for prohibiting those that pose a risk to human or animal health. The text expressly states that “it is necessary to update the list of antimicrobials.”

The new catalog of prohibited antibiotics

The resolution replaces letter a) of numeral 1 of the resolutive part of exempt resolution No. 1,012 of 2022 with a catalog of 24 entries. Notable additions include:

  • Fifth-generation cephalosporins, including ceftobiprole and ceftaroline.
  • Carbapenems, penems, and monobactams.
  • Glycopeptides and lipopeptides.
  • Combinations of cephalosporins with beta-lactamase inhibitors.
  • Siderophore cephalosporins.

The list is completed with carboxypenicillins, ureidopenicillins, phosphonic acid derivatives, oxazolidinones, fidaxomicin, plazomicin, glycylcyclines, eravacycline, omadacycline, pseudomonic acids, amdinocillin, ketolides, streptogramins, rifamycins —except rifaximin—, riminophenazines, and sulfones.

Immediate validity and scope over the production chain

The regulation stipulates that the resolution “shall come into force as of its publication in the Official Gazette,” meaning October 26, 2026, without a transition period. The prohibition covers seven acts regarding these products: registration, manufacture, import, distribution, sale, possession, and use in animals.

The scope is broad and affects veterinary laboratories, importers, distributors, industry retailers, and livestock producers who employ these active ingredients in therapeutic treatments or preventive medicine.

The administrative act is based on Law No. 18,755, Organic Law of the Agricultural and Livestock Service; Decree No. 25 of the Ministry of Agriculture, 2005, which approves the Regulations for Pharmaceutical Products for Exclusive Veterinary Use; Decree No. 42 of 2026, which appoints the National Director of the service, and Resolution No. 36 of 2024 of the Comptroller General of the Republic, which establishes rules on the exemption from the toma de razón (legal review) process.

The restriction aims to preserve the efficacy of last-line antibiotics in human medicine, within a context of increasing antimicrobial resistance. For operators in the veterinary sector, this implies reviewing inventories, sanitary registries, and prescription protocols, as since the publication of Exempt Resolution No. 9,980, the possession and use of these active ingredients in animals are outside the law.
