Sacyl publishes the provisional list of the specialist graduate pools

The Castilla y León Health Service (Sacyl) has published the provisional list of candidates for the employment pools of temporary statutory personnel in the category of Specialist Graduates—except for the specialty of Family and Community Medicine—and Hospital Emergency Physicians. The measure is formalized through the Resolution of October 26, 2026, from the General Directorate of Personnel and Professional Development, which appears in the Official Gazette of Castilla y León (BOCYL) no. 214, dated November 5, 2026, within section I.B.2 (Competitive Examinations and Contests) of the Regional Ministry of Health and Social Welfare. The text appears on pages 13 to 15 and bears the official reference BOCYL-D-05112026-214-5.

The Regulatory Framework and the Merit Cut-off

The resolution is issued under article 8.1 of Order SAN/713/2016, of July 29, which regulates the common bases for the constitution of employment pools for temporary statutory personnel of the health centers and institutions of the Regional Health Management of Castilla y León. The procedure began with the Resolution of October 4, 2025, published in the BOCYL on October 20, 2025, which set the cut-off date for assessing new registrations and merit updates; its second section established November 30, 2025, as the new cut-off date.

Subsequently, the Resolution of December 16, 2025 (published in the BOCYL of January 14) opened a period of ten business days to provide supporting documentation for the admission requirements and the merits registered in the computer application. Upon receiving this documentation, the managing body verified the self-assessment and validated, modified ex officio, or did not validate the merits in accordance with article 12.1 of Order SAN/713/2016.

Admitted, Excluded, and a Single List for Clinical Laboratory

The resolution orders the publication of the provisional list of admitted candidates and, in parallel, the list of excluded candidates indicating the cause for each exclusion. As an organizational novelty, a single provisional list for the specialty of Clinical Laboratory is disseminated, which groups together candidates from both Clinical Analysis and Clinical Biochemistry, as provided for in the third section of the Resolution of December 16, 2025.

The text warns that, as this is a competitive process for access to an open and permanent pool, the managing body has reviewed the merit assessment from previous cut-offs and made the corresponding corrections. Furthermore, those who have obtained or obtain a permanent statutory position in the same category or specialty are excluded from the pool and do not appear as admitted, in application of the third base 1.3 of Annex I of the Resolution of November 14, 2016.

Ten business days for allegations and where to consult the lists

The lists are not reproduced in the BOCYL: they are displayed on the Castilla y León Health Portal and on the notice boards of the Area Health Managements, Healthcare Assistance Managements, and Primary and Specialized Care Managements, with communication to the 012 Information Service. The conditions of the procedure are as follows:

• Deadline of ten business days from the day following the publication of the resolution, which sets the closing date as November 19, 2026.
• Recipient: the Selection Service (code DIR A07021117), at the General Directorate of Personnel and Professional Development of the Regional Health Management, Paseo de Zorrilla n.º 1, 47007 Valladolid.
• No new documentation accrediting merits will be accepted, except for that which clarifies documentation already submitted within the deadline.
• Once the procedure is completed and the allegations have been reviewed, a resolution will be issued with the definitive list and the effective date of the pools.

The resolution was signed in Valladolid on October 26, 2026, by the Director General of Personnel and Professional Development, Sonsoles García Rodríguez.

Impact for thousands of healthcare professionals

These pools are the primary means of access to temporary contracts in the hospitals and health centers of the Community, meaning that the provisional list conditions the immediate availability of specialists in already strained staffs. The same issue 214 of the BOCYL reflects the activity of the managing body: it also includes the definitive list of admitted and excluded candidates and the exam dates for Specialist Nurse Midwife (November 22, 2026, University of Salamanca) and Physiotherapist (November 28, 2026, University of Valladolid). For applicants, reviewing their position and merits during the allegations period is the last opportunity to correct errors before the pool is definitively closed.
