SACYL appoints twenty higher-degree graduates in Computer Science as permanent statutory staff

The General Directorate of Personnel and Professional Development of the Regional Health Management (SACYL) has appointed twenty candidates from the stabilization process as permanent statutory staff in the category of Senior Degree Holder in Informatics. The decision is formalized in the Resolution of September 21, 2026, published in the Official Gazette of Castilla y León no. 187, of September 25, 2026 (reference BOCYL-D-25092026-187-1), which assigns a destination to each of those appointed.

The appointment is issued in application of Order SAN/1366/2025, of November 28, and under the protection of Order SAN/1917/2022, of December 23, which convened the exceptional stabilization process for temporary employment through an extraordinary merit competition and a competitive examination for statutory personnel positions in Management and Services of the Health Service of Castilla y León, within the framework of Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment.

Order SAN/1573/2024, of December 26, approved the list of candidates who passed the selection process in this category and offered the corresponding vacancies. Subsequently, Order SAN/1366/2025 partially modified Annex I of the call and increased the number of Senior Degree Holder in Informatics positions offered by merit competition from nine to twenty-one; Order SAN/630/2026, of July 7, completed the list of successful candidates. Of the twenty-one candidates who passed the process, one lost the right to participate for failing to meet the requirements of the call, meaning the appointment finally reaches twenty people.

Deadlines, taking office and appeals

Those appointed must take office within one month starting from the day following the publication of the resolution, at the management office to which the awarded position is assigned. Those who fail to do so shall forfeit the rights derived from their participation in the selection process, except in cases of force majeure duly accredited and assessed by the competent body.

At the act of taking office, they must make the declaration provided for in article 31.3 of Decree 227/1997, of November 20, regarding incompatibilities of personnel in the service of the Administration of Castilla y León, and take an oath or promise in accordance with article 50 of Law 2/2007, of March 7, of the Legal Statute of Statutory Personnel of the Health Service of Castilla y León.

Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed within two months from the day following its publication; previously and optionally, a motion for reconsideration may be filed before the Minister of Health and Social Welfare in the following month. The document is signed by the Director General of Personnel and Professional Development, Sonsoles García Rodríguez, by delegation of powers from Order SAN/1705/2007, of October 10.

Impact on the ICT workforce

The filling of these positions consolidates the IT workforce of the public health system of Castilla y León and complies with the rulings that mandated expanding the initial offer from nine to twenty-one positions. The measure reduces temporary employment in a key category for the maintenance of health information systems and directly affects the twenty professionals who now acquire the status of permanent statutory staff.
