The Sacedón City Council has definitively approved the modification of its Fiscal Ordinance for the Mechanical Traction Vehicle Tax (IVTM), which incorporates a new Article 5 regarding environmental bonuses of up to 75%. The agreement was adopted by the Plenary of the Corporation on July 22, 2026, and has become definitive as no claims were filed against it. The full text is published in the Official Gazette of the Province of Guadalajara, number 184, dated September 28, 2026, and will enter into force on January 1, 2027.

The publication is carried out for the purposes of Article 17 of the Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. The announcement is signed by the Mayor-President, Francisco Pérez Torrecilla, in Sacedón, on September 23, 2026.

The modification consists of the incorporation of a new article into the text of the ordinance, dedicated exclusively to environmental bonuses on the current tax quota. The regulation establishes four categories of vehicles with decreasing percentages according to their technology and a temporary regime that combines an initial period of reinforced application with a subsequent indefinite reduction as long as the condition granting the right is maintained.

Bonuses by vehicle type

  • Pure electric vehicles and zero-direct-emission vehicles: 75% bonus during the first 5 years and, subsequently, 40% indefinitely.
  • Plug-in hybrid vehicles: 60% bonus during the first 5 years and, thereafter, 30% indefinitely.
  • Non-plug-in hybrid vehicles with an ECO environmental badge: 50% bonus during the first 4 years and, subsequently, 25% indefinitely.
  • Vehicles powered by LPG or Natural Gas: 40% bonus during the first 4 years and, thereafter, 20% indefinitely.

Requirements and municipal control

The bonuses will be granted upon request; that is, they will not be applied automatically: they must be requested by the vehicle owner, accompanied by the corresponding supporting documentation. The reductions will take effect starting from the fiscal year following the request, meaning that applications submitted throughout 2027 will be reflected in the 2028 receipt.

The City Council may verify at any time the maintenance of the conditions that grant the right to the bonus, allowing for the review of each vehicle’s status and the withdrawal of the benefit if it ceases to meet the requirements.

Entry into force and appeal process

Once definitively approved and published in full in the Official Gazette of the Province, the amendment shall enter into force and be applicable on January 1, 2027, remaining in effect until its express modification or repeal.

Pursuant to Article 19 of the Royal Legislative Decree 2/2004, of March 5, interested parties may file a contentious-administrative appeal within two months starting from the day following the publication of this announcement, under the terms of Article 18 of the same consolidated text and in the manner established by the regulatory norms of said jurisdiction.

The change affects the tax receipt of all vehicle owners registered in the municipality, who, starting in 2027, will see their quota adjusted according to the technology of their vehicle, provided they submit the corresponding application. The measure seeks to incentivize the renewal of the vehicle fleet toward low or zero-emission models through a tax saving which, in the case of pure electric vehicles, reaches 75% of the quota during the first five years.
