Ruecas delegates the Mayor's Office to a board member for ten days in October

The mayor-president of the Minor Local Entity of Ruecas (Badajoz), Manuela Tena Becerra, has delegated all mayoral functions to Iván Domínguez Ruiz, a member of the neighborhood board of the hamlet. The measure will be in effect from October 7 to October 16, 2026, both days inclusive, and is in response to the temporary absence of the mayor. The resolution is published in the Official Gazette of the Province of Badajoz (BOP) No. 178, dated September 17, 2026, under the reference Announcement 3632/2026.

The agreement is adopted under Article 23.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which enables mayors to delegate the exercise of their powers. The resolution is completed by the delegation rules provided for in Royal Decree 2568/1986, of November 28, which approves the Regulations on the Organization, Operation, and Legal Regime of Local Entities (ROF).

Ruecas is a minor local entity in the province of Badajoz, with 666 inhabitants according to the subsidy distribution lists for minor local entities published by the BOP itself. The delegation therefore affects the ordinary management of this hamlet for just over a week.

A temporary absence at the head of the hamlet

The resolution itself justifies the measure stating that the mayor-president will be absent from the town “in the coming dates.” To cover this period, the mayor transfers her competencies to the member of the Neighborhood Board, the governing body of the minor local entity.

The text signed by Manuela Tena Becerra specifies that the delegation extends from October 7 to October 16, 2026, both days inclusive, meaning the member will assume the Mayoralty for ten full days.

Scope of the delegated functions

The resolution details the content of the delegation, which includes:

• The direction and management powers of the minor local entity.
• The resolution of appropriate administrative procedures through the adoption of administrative acts affecting third parties.
• The duty to inform the Mayoralty, a posteriori and whenever required, of the management carried out and the provisions issued during the period.
• The obligation to communicate decisions of significance in advance, in accordance with Article 115 of Royal Decree 2568/1986.

Acceptance, publication, and Plenary control

The effectiveness of the delegation is conditional upon the acceptance of the delegated body. This shall be understood as tacitly granted if no express manifestation of non-acceptance is made to the Mayoralty within three business days following the notification of the resolution.

The announcement further establishes that the resolution will be published in the Official Gazette of the Province and that the Plenary will be informed during its first session. For matters not expressly provided for, the provisions of Law 7/1985 and Royal Decree 2568/1986 regarding delegation shall apply directly.

The delegation is published, as stated in the text itself, in accordance with the provisions of article 44.2 of Royal Decree 2568/1986, and bears the signature of the Mayor-President before the Secretary of the entity.

During the ten days of validity, the residents of Ruecas must contact Iván Domínguez Ruiz for any procedure, resolution, or management corresponding to the Mayor’s Office of the minor local entity, including decisions affecting third parties.
