Rosselló submits the modification of the water tax ordinance for public consultation
Por FactBox Admin

The Rosselló City Council has provisionally approved the modification of fiscal ordinance number 9, which regulates the non-tax public patrimonial benefit for the perception of the drinking water supply service. The municipal Plenary adopted the agreement in the ordinary session of October 15, 2026 and, from now on, the file is subject to public information for thirty days. The announcement is published in the Official Gazette of the Province of Lleida number 204, dated October 26, 2026, with the official reference BOP-2026_0_204_8899 (edict 8899, p. 1).
The affected regulation is not a tax, but a non-tax public patrimonial benefit linked to the municipal water service: that is, the consideration charged by the council for supplying drinking water to homes and activities within the municipality. The approved modification directly affects this consideration and, therefore, the bill paid by residents, although the published announcement does not detail the specific amounts or rates, which are contained in the municipal file.
The procedure is framed within article 17.2 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which requires modifications to fiscal ordinances to be submitted for public exhibition before their final approval.
Provisional approval and passage through the Price Commission of Catalonia
The Plenary closed the session of October 15, 2026 with two specific mandates:
- The provisional approval of the modification of fiscal ordinance number 9 relating to the drinking water supply service.
- The transmission of the agreement to the Price Commission of Catalonia, the body that reports on proposals for public prices and patrimonial benefits of local entities.
The agreement is not yet final. It is a provisional approval that must pass the public exhibition process and, if applicable, the resolution of any allegations presented.
Thirty days to examine the file and present allegations
The public information period is thirty days and begins to count from the day after the insertion of the announcement in the provincial gazette, that is, starting from October 27, 2026. During this period, any interested person may consult the file and formulate the claims they deem appropriate.
The enabled channels are:
- The municipal offices of the Rosselló City Council, where the file will be available to interested parties.
- The council’s electronic office, rossello.eadministracio.cat, where the document can also be consulted.
The announcement expressly establishes the effect of administrative silence: if no claim has been presented once the deadline has expired, the agreement will be considered definitively approved without the need for any new pronouncement from the Plenary.
A Plenary with more economic agreements
The modification of the water ordinance is not the only economic matter that the Plenary session of October 15, 2026, completed. In the same session, the credit modification file number 8/2026 of the current budget was initially approved, in the form of an extraordinary credit and credit supplement, financed by the liquid treasury surplus.
This other file was published in the Official Gazette of the Province of Lleida number 200, dated October 20, 2026, with the reference BOP-2026_0_200_8716, and has a shorter public exhibition period of fifteen days.
The ordinance document appears electronically signed by Joan Andreu Urbano Fernández on October 23, 2026, with the validation code 53CESDNTMX2HEDZWZK3K7MFJH.
The modification of ordinance number 9 is the part of greatest interest to the municipality’s households, as the water bill is a fixed expense for all homes. The thirty-day period that opens now is the only formal window for residents and local entities to lodge appeals against the new service regime before it is definitively approved.
