Roquetes opens first-level officer pool for the Works Brigade

The Roquetes City Council has approved, through Mayoral Decree no. 2026-0001435, dated August 20, 2026, the rules for the urgent creation of a job bank for first-class officers and the call for the corresponding selection tests. The call is published in the Official Gazette of the Province of Tarragona on August 25, 2026, with the official reference CVE 2026-07948, and is signed by the mayor Ivan Garcia Maigí.
The job bank is established through a free competitive examination system (concurs-oposició), for the Subgroup C1 category, Trades Personnel, and is intended to cover possible vacancies as temporary contractual staff of the City Council. The working day is 35 hours per week on an annual basis, with a variable distribution depending on the place of assignment and the needs of the service. The job bank will have a maximum duration of 2 years from its establishment, in accordance with article 95.2 of Decree 214/1990, of July 30.
Functions of the position
The first-class officer will be integrated into the municipal Works Brigade and will carry out tasks typical of construction and maintenance trades. The main functions include:
- Executing installation, maintenance, repair, and conservation work on electrical and plumbing installations.
- Performing preventive and corrective maintenance tasks for municipal elements and installations.
- Organizing the work assigned to the Works Brigade and distributing workloads.
- Executing sanitation networks and assisting in masonry work.
- Performing painting work, cleaning graffiti, and assembling platforms or stages for municipal events.
- Driving municipal vehicles and controlling the assigned material and stock.
Requirements and submission of applications
Applicants must meet the general requirements for access to public service and, specifically, hold a Baccalaureate degree, FP II, higher-level vocational training cycle or equivalents, prove an intermediate level of Catalan (B2), and a Category B driver’s license. The deadline for submitting applications will be 20 calendar days starting from the day after the last publication of the rules, and applications may be submitted to the general registry of the City Council or via the electronic office.
The examination fee is €30, with a 50% discount for unemployed job seekers and a 100% discount for those in a situation of unemployment without benefits. Applications must be accompanied by the DNI or NIE, the required degrees, the proof of payment, and the corresponding responsible declarations.
Selection process
The selection process consists of an examination phase and a merit phase. The examination phase includes three eliminatory exercises:
- 1st exercise: knowledge of the Catalan language, graded as PASS/FAIL.
- 2nd exercise: knowledge of the Spanish language, also eliminatory.
- 3rd exercise: practical test on real work situations, with a maximum score of 300 points (minimum of 150 to pass).
The competition phase evaluates professional experience (maximum 30 points) and complementary training (maximum 30 points), up to a total of 60 points. The qualifying tribunal, of equal composition, will be composed of one third of City Council staff, one third of specialized technical staff, and one third proposed by the School of Public Administration of Catalonia.
Operation of the pool
The proposed persons will constitute the pool in strict order of score, and will be called from highest to lowest score to cover the necessary hires. The call will be made by telephone and email, with two calls in different time slots and one email; if the person cannot be contacted within a maximum of 24 hours, their right to that call will expire. The rejection of the first and second proposal places the person at the end of the pool, and rejecting three offers, even if justified, results in exclusion.
This call represents a job opportunity for pallet workers and construction trades from the Terres de l’Ebre, at a time when the Roquetes City Council is reinforcing its Works Brigade to handle the maintenance of municipal facilities and public roads.
