Position in the Sequence of Municipal Regulatory Acts
The regulations published at the beginning of November continue the Ropaži Council’s autumn series of regulatory acts: in September, several municipal binding regulations numbered from 25/26 to 29/26 were published in the official gazette. These also included amendments to the January 28, 2026, binding regulations No. 1/26 “On the Ropaži Municipality Budget for 2026”.
- No. 25/26 – amendment to regulations on municipal support for orphans and children left without parental care.

- No. 32/26 – Regulations of the Ropaži Municipality Participatory Budget.
Why the Participatory Budget Changes Investment Planning
The participatory budget is a tool already used by Latvian municipalities: participatory budget regulations of other municipalities have also been published in the official gazette, for example, for the Valmiera Municipality Council – amendments to the October 30, 2025, regulations No. 163 “Valmiera Municipality Participatory Budget Regulations”, published as regulations No. 186. Such regulation usually determines the amount of available funding, requirements for submitting ideas, evaluation criteria, and voting procedures.
For the municipality, this means that a portion of the investments is no longer planned solely within sectoral budgets, but is allocated to projects chosen by the residents themselves. Since the municipality’s budget for 2026 has already been amended this year by regulations No. 27/26, the permanent participatory budget regulation becomes a fixed reference point for future budget amendments.
What readers should know
The specific figures – the available amount, the deadlines for submitting proposals, and the voting dates – result from the text of the regulations themselves, which is available in the official publication. The publication notice indicates the name of the act, number, issuing authority, and place of publication.
Crucially, the regulation is permanent: the participatory budget procedure in the municipality is henceforth determined by binding regulations, and any change to it will require a new council decision, rather than an annual agreement on the procedure. This provides residents with a predictable opportunity to influence specific investments in their neighborhood, and the municipality with a clear procedure for evaluating and financing these proposals.
