Robledo approves extraordinary credits of 20,000 euros for housing and water

The Robledo City Council has given final approval to the file for the modification of municipal budget number 2/2026, in the form of extraordinary credits, for an overall amount of 20,000 euros. The agreement was adopted as no claims were filed during the public exhibition period and is published this Friday, 14 August 2026, in the Official Gazette of the Province of Albacete (announcement number 21,798, page 18 of issue number 94).

The processing is based on Article 169.1, by reference from Article 177.2, of the consolidated text of the Law regulating Local Finances, approved by Royal Legislative Decree 2/2004, of 5 March. The modification creates three new credits, all of them budget items that started with a zero balance, and is financed entirely with own resources from the previous fiscal year.

Newly created credits

The file enables three budget allocations for the following amounts:

  • 152-480 Housing aid: 12,000.00 euros.
  • 161-225 Regional water levy: 3,000.00 euros.
  • 920-227 Staffing table: 5,000.00 euros.

The total amounts to 20,000.00 euros, a figure that exactly matches the final balance reached by each allocation after the increase. Housing aid absorbs 60% of the credit, the staffing table 25%, and the water levy the remaining 15%.

Financing with the treasury surplus

The modification is financed from budget line 870.00 Treasury Surplus 2025, whose provision, also 0.00 euros, increases by 20,000.00 euros until it is set at the same amount. Thus, the file does not alter the City Council’s budgetary balance, since it offsets the new expenses with accumulated savings from previous fiscal years.

Financing with the treasury surplus allows the three credits to be met without resorting to new tax burdens or debt operations for the municipality’s residents.

Appeal period

Against the agreement, a direct contentious-administrative appeal may be filed, in the form and time limits established in Articles 25 to 42 of Law 29/1998, of 13 July, regulating said jurisdiction, in accordance with the provisions of Article 171 of Royal Legislative Decree 2/2004, of 5 March. However, by virtue of Article 113.3 of Law 7/1985, of 2 April, regulating the Bases of Local Government, filing the appeal will not by itself suspend the effectiveness of the contested agreement.

Relevance for residents

With this final approval, Robledo now has effective budget allocation to address municipal housing aid, meet the regional water levy, and cover the expenses derived from the staffing structure, three budget items that until today lacked budgetary provision. Publication in the provincial bulletin gives legal effect to the file and opens the period for interested parties to challenge it before the administrative contentious jurisdiction.
