Rioverde: the Ministry extends the intervention of its Cantonal Sports League by 90 days

The Ministry of Education, Sport and Culture extended the intervention of the Rioverde Cantonal Sports League for 90 days because the vacancy in its legal representation has not been rectified. The decision is contained in Resolution No. MINEDEC-VD-2026-0202-R, signed on July 16, 2026, by the Vice Minister of Sport, Roberto Xavier Ibáñez Romero, and published in Official Registry No. 386 on Thursday, October 8, 2026, on page 7.

The original intervention was ordered via Resolution No. MINEDEC-VD-2026-0115-R, dated April 16, 2026, which appointed Master Iván David Guanoliquin Nasimba as the interventor. The grounds invoked are those of numeral 1 of article 230 of the Organic Law of Sport, Physical Education and Recreation, published in the Sixth Supplement of Official Registry No. 223 on February 11, 2026: vacancy in the legal representation of a sports organization.

The 90-day term and its extension are governed by article 56 of the Substitute Regulation to the General Regulation of the Law of Sport, Physical Education and Recreation, issued via Executive Decree No. 1117 and published in Official Registry Supplement No. 268 on August 17, 2020, the regulation in force at the start of the procedure. This provision allows the period to be extended for the same duration more than once, until the cause is rectified or a new Board of Directors is elected.

The persisting cause

The interventor reported via unsigned letter dated July 15, 2026, entered under proceeding MINEDEC-DGD-2026-16692-EXT, that “the cause for intervention persists” and requested the extension to “normalize the situation of the sports organization.” The Director of Sports Affairs issued the respective report in memorandum MINEDEC-DAD-2026-1404-M, dated July 16, 2026.

The Ministry concluded that “the existence of the vacancy in the legal representation has not been rectified” and that it was “essential” to adopt measures to ensure the correct functioning of the organization. The resolution recalls that the procedure began under the transition regime of the law, prior to the issuance of its General Regulation (Executive Decree No. 422, of June 12, 2026), therefore the extension is based on the regulations under which the process started.

Interventor ratified and powers

Article 2 ratifies Iván David Guanoliquin Nasimba, citizenship ID 1714672431, as the interventor of the League. Article 3 grants him the same functions and competencies as the president and the legal representative for the duration of his term, including:

• Ensure compliance with legal, regulatory, and statutory norms.
• Appoint an administrator for the sports organization if necessary.
• Convene and preside over General Assemblies.
• Admit or deny the affiliation of sports organizations and athletes to the League.
• Monitor that funds are used in accordance with the budgets and annual planning.
• Exercise control over accounts, budget execution, accounting, and financial statements.
• Issue a final report with administrative, financial, and technical justification.

Notifications and Validity

The resolution orders the notification of 14 entities, including the undersecretariats of Sports System Services, Physical Activity, and Sports, the General Administrative Financial Coordination, the directorates of Sports Affairs, National Finance, Supervision and Defense of Sports, and Formative Sports, as well as the interventor and the legal representative of the Provincial Sports Federation of Esmeraldas.

It also mandates uploading the instrument to the interventions system and publishing it on the institutional website. Article 4 ratifies previous administrative acts, and the sixth provision establishes that, once the Board is registered with the Ministry, the resolution shall cease to have effect and the position of the interventor shall be extinguished. The instrument is effective from its signing, without prejudice to its publication in the Official Registry.

The extension keeps the Rioverde League, a canton in the province of Esmeraldas, under ministerial administration until its clubs and athletes have a legitimately registered board. As long as the leadership vacancy persists, decisions regarding affiliations, budget, and the organization’s assets will remain in the hands of the interventor.
