Riegos del Alto Aragón signs agreement with 3% annual salary increases

The Official Gazette of the Province of Huesca number 175, dated Monday, September 14, 2026, publishes the collective labor agreement of the Comunidad General de Riegos del Alto Aragón (agreement code 22000652012002). The text, signed between the entity’s Management and the representatives of the workers affiliated with the CCOO and UGT unions, enters into force with retroactive effect from January 1, 2026, and will extend until December 31, 2029.
The publication occurs via a resolution from the Provincial Sub-directorate of Labor of the Department of Economy, Competitiveness, and Employment in Huesca, signed on September 8, 2026, by the provincial sub-director, Ana Maurel Garcés. The agreement was submitted to the registry on September 2, 2026, and is registered in accordance with the provisions of article 90.2 and 3 of Royal Legislative Decree 2/2015, of October 23, which approves the Revised Text of the Workers’ Statute Law, and Royal Decree 713/2010, of May 28, on the Registry and Deposit of Collective Agreements.
Salary increases and revision clause
The agreement stipulates a salary increase of 3% annually for the years 2026, 2027, 2028, and 2029, applied to all salary concepts from the previous year, with the sole exception of the responsibility supplement, which increases by 1.5% each year. The new tables are reflected in annexes II to V of the text.
- 2026: base salary from €1,391.15 (Group I) to €2,529.38 (Group VI).
- 2027: from €1,432.88 to €2,605.26.
- 2028: from €1,475.87 to €2,683.42.
- 2029: from €1,520.15 to €2,763.92.
A guarantee clause is also included: if the actual CPI for the 2026-2029 period exceeds the agreed 12%, the 2029 tables will be updated with the difference, up to a maximum of 13.50%, without back payment.
Working conditions and social improvements
The ordinary working day is set at 37.5 hours per week for office staff and 40 hours for the rest of the services, with an annual total of 1,784 hours for 2026, 2027, and 2028. The agreement also regulates paid leave, vacations of 22 working days, two days of free disposal, and a 15-minute work break.
Among the social improvements, the following stand out: a loyalty award (three monthly salaries upon completing 20 years of service), repayable advances of up to 5,000 euros interest-free, a marriage award of 700 euros, and an insurance policy with capitals of 62,000 euros for disability and 33,000 euros for death. Regarding travel, 0.38 gross euros per kilometer are paid, with a maintenance allowance of 17 euros in 2026 and overtime valued at 18 euros per hour.
Professional structure and joint commission
The agreement organizes the workforce into three functional areas (Technical, Administrative, and Operators) and six professional groups, from Group I (specialist laborers) to Group VI (General Secretary or Manager). Multiskilling is encouraged with supplements of up to 12 gross euros per day for Group III personnel who perform functions of other positions.
Furthermore, a Joint Commission is established, located at Paseo Ramón y Cajal 96 in Huesca, competent to interpret the agreement and resolve collective conflicts beforehand, with the possibility of appealing to the Aragonese Mediation and Arbitration Service (SAMA) within the framework of the IV Agreement for the Extrajudicial Settlement of Conflicts of Aragon.
The signing of this agreement guarantees the job stability of the workforce of one of the most relevant irrigation entities in the province for the next four years, with predictable wage increases higher than the agreed inflation, in a strategic sector for the agriculture of Upper Aragon.
