Ricardo Cabezas resigns his seat as provincial deputy in Badajoz

Ricardo Cabezas Martín has resigned from his position as provincial deputy and from the office of delegated deputy for the Functional Area of Cultural Identity, Sport and Youth, Social Welfare and International Cooperation of the Provincial Council of Badajoz. The document was submitted on September 24, 2026, under entry registration number 35735, and takes effect from that same date. The decision is formalized through a resolution of the Presidency published in the Official Gazette of the Province of Badajoz number 185, dated September 28, 2026 (announcement 3745/2026).

The resolution is signed by the president of the provincial institution, Raquel del Puerto Carrasco, and is processed through the Functional Area of Presidency and Institutional Relations and the General Secretariat. The announcement occupies page 2 of the gazette, within the Local Administration, Provincial Councils section.

Background: from the 2025 delegation to medical leave

The now-revoked powers had been delegated to Ricardo Cabezas Martín by resolution of the Presidency on October 29, 2025, published in the Official Gazette of the Province number 206, supplement I, of the same date (announcement 4610/2025). The delegation was generic in nature, in favor of a deputy member of the Governing Board, and covered the direction and management of the area’s services, including minor contracts for supplies, services, and private contracts with an estimated value of less than 3,000 euros (excluding VAT), subsidy procedures, sanctioning proceedings, and economic management acts.

On September 21, 2026, by resolution of the Presidency (file 2026/357/OTGES-OT), it was declared that as of September 18, the substitution provided for in the 2025 resolution was in effect, as Ricardo Cabezas Martín was on medical leave. All delegated powers then passed to the first vice president, Juan María Delfa Cupido, excluding those reserved for the Presidency.

Revocation of the delegation and end of substitution

The resolution of September 24 agrees:

• To take note of the resignation from the position of delegated deputy and to submit the letter of resignation from the status of provincial deputy to the Plenary.
• To revoke the generic delegation conferred on October 29, 2025, regarding the Functional Area of Cultural Identity, Sport and Youth, Social Welfare and International Cooperation.
• To revoke the appointment of Ricardo Cabezas Martín as a member of the institution’s Governing Board.
• To return the exercise of the revoked powers to the Presidency, without prejudice to a subsequent delegation.
• To nullify, within the revoked material scope, the substitution regime agreed upon on September 21, 2026.

From the effectiveness of the resolution, Ricardo Cabezas Martín shall cease to exercise powers of direction, management, signature, or resolution in the affected matters, without prejudice to the validity of acts issued previously. The revocation is notified to the interested party, to Juan María Delfa Cupido, to the General Secretariat, to the Provincial Comptroller, to the Treasury, to the affected administrative services, and to the spokespersons of the provincial groups.

Open files and filling of the vacancy

Files currently in process will continue to be instructed by the competent administrative units, but it will be the responsibility of the Presidency to issue the resolutions. The head of the responsible unit must prepare, within a maximum period of five business days, a list of pending files including their processing status, instructing unit, competent body, and maximum deadline for resolution.

Regarding the seat, the resignation from the status of provincial deputy must be formalized before the Plenary, which is responsible for taking note, declaring the vacancy, and sending certification to the competent Electoral Board for its filling in accordance with Article 208 of Organic Law 5/1985, of June 19, on the General Electoral Regime. The resolution is based on Articles 34.1.a) and 34.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime; Articles 63 to 65, 114.3, and 120.2 of Royal Decree 2568/1986, of November 28; and Articles 9.3 and 9.6 of Law 40/2015, of October 1.

Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the Presidency within one month, or a contentious-administrative appeal within two months. The revocation is published in the Official Gazette of the Province and on the provincial electronic office, and it will be reported to the Plenary and the Governing Board in their first subsequent sessions.

The departure of Ricardo Cabezas Martín forces the Provincial Council of Badajoz to reorganize an area that concentrates culture, sports, youth, social welfare, and international cooperation, and leaves the signing of all open files in the hands of the Presidency until a new delegation is approved. The definitive replacement of the seat will depend on the substitute designated by the Electoral Board according to the legally established order.
