Ribera Alta cancels two positions from its 2026 job offer.

The Mancomunidad para la Gestión de Residuos Sólidos Urbanos Ribera Alta de Navarra has annulled two positions in its 2026 public employment offer (OPE): one route laborer position and one driver-laborer position. The decision, adopted by Resolution of the Presidency 2026-0033, of 23 July 2026, is published in the Official Gazette of Navarra number 160, of 14 August 2026, page 29897.

The modified offer was initially approved by Resolution of the Presidency 2026-0007, of 9 January 2026, and published in the Official Gazette of Navarra number 24, of 3 February 2026. The readjustment responds to two judicial rulings that have recognised the status of permanent salaried staff of two workers of the entity, which provides the waste collection service in the region from its headquarters in Peralta. The resolution is signed by the president of the commonwealth, Jose María Palacios De Mier.

Two final judgments, the origin of the readjustment

The modification stems from two judgments of the courts of Pamplona that declared the permanent status of the affected workers and that, not having been appealed, became final:

  • Judgment 170/2026, issued in ordinary proceedings 117/2025 of the Court of First Instance of Pamplona number 1, of 15 May 2026, declares the permanent status of Raúl Jimenez Sanz as route laborer.
  • Judgment 184/2026, issued in ordinary proceedings 460/2023 of the Court of First Instance of Pamplona number 2, of 5 June 2026, declares the permanent status of Jorge Gutierrez Martínez as driver-laborer.

Consequently, the commonwealth annuls one of the two route laborer positions from the 2026 OPE and assigns that position, number 7, to Raúl Jimenez Sanz, and annuls one of the four driver-laborer positions and assigns position number 14 to Jorge Gutierrez Martínez.

The resulting employment offer

Once these two positions have been removed, the commonwealth’s public employment offer for 2026 is configured with the following positions:

  • 3 driver-laborer positions.
  • 1 route laborer position.
  • 3 administrative officer positions.
  • 1 triage plant laborer position.
  • 1 route service manager position.
  • 1 plant shift manager position.

The cut leaves the offer at ten positions, two fewer than initially planned, and affects precisely the jobs linked to waste collection on routes, the categories with the largest number of vacancies in the process.

Publication and effects for applicants

The Presidency Resolution 2026-0033 orders the publication of the amendment in the Official Bulletin of Navarra and on the association’s electronic office, as well as reporting it to the Assembly at the next session. For candidates in the entity’s selection processes, the adjustment reduces by two the positions to be filled by competition or examination, since positions number 7 and 14 are directly assigned to workers declared permanent by court ruling.

The decision highlights the impact of judicial rulings on the permanent status of workers on the planning of public employment offers by local entities: every position recognized by court ruling is no longer included in a public call. With ten positions, the 2026 Ribera Alta OPE maintains its commitment to strengthening the workforce of the waste service, although candidates from the region should keep an eye on the Official Bulletin of Navarra and the association’s electronic office to learn the details of the processes that are ultimately announced.
