Ribagorza delegates waste, environment, and rural development to its vice president
Por FactBox Admin

The president of the Comarca de Ribagorza, Roque Vicente Lanau, has signed Presidential Decree 1011/2026, dated October 27, which modifies Presidential Decree 786/2023 regarding the delegation of Presidential powers and distributes the chairmanships of the informative commissions and new management areas to the regional vice president. The resolution is published in the Official Gazette of the Province of Huesca number 208, dated October 29, 2026, within the Local Administration section, under the official reference BOPH-2026-208014.
The announcement is inserted, according to the text itself, in compliance with Article 44 of the Regulations on the organization, operation, and legal regime of Local Entities, approved by Royal Decree 2568/1986, of November 28. The decree is dated October 27, 2026, and is signed in Graus by the president of the regional institution.
This is not the first time the Ribagorza Presidency has used this instrument: in August 2026, through Presidential Decree 813/2026, dated August 17, all Presidential functions were delegated to the then first vice president, José Luis Lloret Sin, between August 26 and September 6. In that case, it was a temporary delegation due to absence; now, the decree establishes an organic distribution of management areas.
A vice president with their own portfolio
The second section of the decree, in point E, grants the delegations corresponding to the area of Development and Environment to vice president Eusebio Echart Ballarín. The scope of the delegation is detailed in the text itself:
- Management and monitoring of the Urban Solid Waste Collection and Treatment Service.
- Management of complementary services in this matter, such as clean points and bulky waste collection.
- Management of environmental agreements.
- Development of Sustainable Rural Development agreements.
- Other actions that promote the development of the region.
- Management and monitoring of Civil Protection and winter road maintenance services.
- Any other matter directly related to the above.
Therefore, the block includes services of supra-municipal scope that affect all Ribagorza municipalities, from waste collection to winter road maintenance, including civil protection and rural development agreements.
Chairmanship of the Commission for Tourism, Development, and Environment
The first section of Presidential Decree 1011/2026 delegates the Chairmanship of the informative commissions indicated in the agreement of the Regional Council of July 26, 2023. Specifically, the Commission for Tourism, Development, and Environment is assigned to Eusebio Echart Ballarín.
The decree specifies that the commission presidents will perform their duties on a part-time basis, under the terms of the aforementioned agreement of the Comarcal Council dated July 26, 2023. The coincidence of the person appointed to the commission presidency and the leadership of the delegated areas concentrates the political direction and technical monitoring of these matters in a single position.
Deadlines for appeal
As this is a resolution that exhausts administrative remedies, the announcement details the two available avenues for challenge. Interested parties may opt for:
- An optional appeal for reversal (recurso de reposición) before the Presidency of the Comarca, within one month from the day following the publication of the announcement, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
- A contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Huesca, within two months from the day following publication, in accordance with article 46 of Law 29/1998, of July 13, regulating Contentious-Administrative Jurisdiction.
The text warns that if the optional appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former has been expressly resolved or has been dismissed by administrative silence.
The distribution of competencies has a direct effect on the daily management of comarcal services: waste collection and treatment, recycling centers (puntos limpios), environmental agreements, and winter road maintenance now formally depend on the vice president, so that the municipalities and residents of Ribagorza will know from now on to whom to address their requests and claims in these matters.
