Ribadeo approves ordinance that limits motorhomes and prohibits camping

The Ribadeo City Council has definitively approved the municipal ordinance regulating the use of public roads and spaces, parking, and the overnight stay of large-dimension vehicles, motorhomes, campers, and caravans, and which prohibits camping throughout the municipal district. The full text is published in the Official Gazette of the Province of Lugo no. 222, dated September 28, 2026, under reference R. 2559, and bears the signature of the mayor, Daniel Vega Pérez, dated September 23, 2026. The regulation was processed as File 2417/2026 and affects residents, local businesses, and itinerant tourism alike.

Definitive approval without objections

The Plenary of the Ribadeo City Council granted initial approval to the ordinance by agreement on July 28, 2026, and ordered the publication of the full text in the provincial gazette for 30 days for the submission of objections. After this period elapsed without any objections being registered, the initial agreement was elevated to definitive.

The regulation is issued under the municipal powers of Article 25.2 of Law 7/1985, of April 2, regulating the bases of the local regime, and Article 7 of Legislative Royal Decree 6/2015, of October 30, on traffic and road safety. The statement of reasons justifies the regulation due to the seasonal pressure on public space in the Mariña luguesa, the prolonged occupation of spaces for days or weeks, and the uncontrolled discharge of grey and black water.

Fines from 200 to 3,000 euros

The sanctioning regime establishes three scales:

• Minor infractions: fine from 200 to 750 euros.
• Serious infractions: fine from 751 to 1,500 euros.
• Very serious infractions: fine from 1,501 to 3,000 euros.

In all cases, expulsion from the zone or parking area and the obligation to restore the altered physical reality may be agreed upon. The amount is reduced by 50% if paid voluntarily within the legal period. The Local Police is the body responsible for monitoring and reporting non-compliance, and the competence to sanction corresponds to the Mayor’s Office.

Among the very serious infractions are the prolonged occupation of public space through camping with serious disruption of coexistence, the intentional discharge of waste, and parking, overnight stays, or camping in specially protected spaces where an express prohibition exists.

Reinforced protection of the surroundings of Praia das Catedrais

The ordinance declares the surroundings of Praia das Catedrais and other coastal spaces, protected natural spaces, sites of the Natura 2000 Network, and areas of high landscape value as specially protected zones. In these areas, the Council may limit or prohibit the parking of large-dimension vehicles, limit or prohibit overnight stays, install physical height limiters (clearance arches), set a maximum number of spaces and hours of use, and reinforce the prohibition of camping.

Park-and-ride parking lots may also be enabled on the periphery, connected by public transport or pedestrian routes. The measures will only be enforceable once the corresponding regulatory signage has been installed.

Enabled zones, deadlines, and entry into force

The regulation creates three modalities of spaces for itinerant tourism: reserved parking zones, service and rest areas, and recycling points, whether publicly or privately owned. In reserved zones and service areas, the maximum time will be 72 hours per week, not exceeding 48 continuous hours, and the vehicle may not re-enter the same space for 15 calendar days. Unless specifically indicated, parking that exceeds 72 continuous hours in the same location is considered long-term parking.

Any vehicle exceeding 6 meters in length, 2.55 meters in width, 3 meters in height, or 3,500 kilograms of maximum authorized mass is considered a large-dimension vehicle. Emitting disturbing noises between 22:00 and 9:00 hours is prohibited. Existing situations and installations have an adaptation period of six months, without prejudice to the immediate application of parking, circulation, and camping prohibition rules. The ordinance will enter into force after its full publication in the provincial bulletin and upon expiration of the period set forth in article 65.2 of Law 7/1985. The regulatory ordinance for free limited-time parking (blue zone) remains in full force.

For the residents and businesses of Ribadeo, the regulation is an instrument to recover parking spaces and limit the prolonged stay of motorhomes; for itinerant tourism, it implies channeling the activity toward enabled zones and respecting rotation times and the camping prohibition. The text arrives after a summer of saturation in the surroundings of the Praia das Catedrais and will be decisive for the coexistence between residents and visitors in the next season.
