Revenga confirms the payment for generation in water, purification and waste.

The Revenga Community has finally approved the fiscal ordinance introducing pay-by-generation in the fees for water supply, wastewater treatment and urban solid waste collection, with a variable charge linked to actual consumption. The agreement, made final as no claims or submissions were filed within the thirty-business-day period, is published in the Official Bulletin of the Province of Burgos No. 152, of 13 August 2026, with reference BOPBUR-2026-03329.

The ordinance was approved by the plenary of the Community on 25 March 2026 and signed on 28 July by the presiding mayor, José Luis Vázquez González. The entity, which groups the municipalities of Quintanar de la Sierra, Canicosa de la Sierra and Regumiel de la Sierra, provides these essential services in the Sierra de la Demanda to a limited set of non-residential users: the tenants of the Nature Classrooms, the bar-restaurant of Revenga House and, where applicable, Wood House when it is not directly managed by a public administration.

A tax with fixed and variable charge

The text is based on Law 7/2022 of 8 April, on Waste and Contaminated Soils for a Circular Economy, which requires local entities to implement financing systems based on pay-by-generation, and on the consolidated text of the Law regulating Local Finances (TRLRHL), which authorizes the levying of fees for services within local competence that particularly benefit users. The tax charge consists of two elements:

  • A fixed annual part, which covers the availability of the service and includes a basic volume of consumption or generation.
  • A variable part, which taxes actual consumption or generation exceeding the included volume.

Rates and accrual

In the water supply, the excess over the included volume is charged at €0.75 per cubic meter. Wastewater treatment is structured with a fixed annual part that incorporates an equivalent volume, and urban solid waste collection is configured with a fixed annual part.

The fee is chargeable on 1 January each year or, if the activity begins later, at the time of its start. Management lies with the Community, the assessment will be annual, and consumption will be determined by reading meters or, failing that, by technical estimation; additional bags or services will be invoiced according to the entity’s records.

Meters at the user’s expense

All users subject to the ordinance must have an approved meter, installed under conditions allowing its reading, inspection and maintenance by the Revenga Community. The installation, replacement, repair or renewal is exclusively for the user’s account and includes:

  • Labor and materials.
  • Adaptation of the service connection.
  • Protection against frost, impacts, or tampering.

The commoner may demand the replacement of the device in the event of breakdowns, tampering, or unreliable metering; in the event of breakdown or impossibility of reading, consumption shall be estimated according to the average for the same period of the previous year or, failing that, that of similar installations. The lack of a meter, its tampering, or refusal to allow reading are considered an infraction and may lead to billing by upward estimate, temporary suspension of supply, and the penalties provided for in the ordinance.

Exemptions and entry into force

The following are exempt: the Casa de la Madera when directly managed by a public administration, and installations without consumption or generation, such as the hermitage of Revenga; no other exemptions shall apply except by express legal provision. The ordinance shall enter into force upon its full publication in the Official Gazette of the Province and shall apply from the month of its publication.

With this regulation, the Commoner of Revenga conveys to users of its public facilities in the Sierra de la Demanda the principle that those who consume more or generate more waste, pay more, complying with the circular economy agenda. The measure also sets a precedent for generation-based pricing at the local level in the province of Burgos, currently applicable to non-residential tenants of these services.
